On the afternoon of May 28, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee—chaired a conference to hear the Department of Agriculture and Environment report on the draft Medium-Term Public Investment Plan for the agriculture and environment sectors during the 2026–2030 period. Attending the session were Mr. Dinh Cong Su—Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—alongside leaders from relevant provincial departments, boards, and sectors.

According to the report submitted by the Department of Agriculture and Environment, the total capital demand for the agriculture and environment sectors during the 2026–2030 period is projected at approximately 7,362 billion VND. Breaking down the portfolio: 1,843 billion VND is required for transitional projects carried over from the 2021–2025 cycle, and 5,519 billion VND is earmarked for newly commenced projects.
Grounded upon the allocated capital pool and recent auditing outcomes, the Department of Agriculture and Environment presented a draft catalog of 17 newly commenced projects for the 2026–2030 period for the Provincial People’s Committee’s consideration, requiring a tentative budget of over 2,096 billion VND. Within this framework, absolute urgency will be placed on executing natural disaster prevention and mitigation projects, population stabilization initiatives in disaster-prone areas, reservoir safety advancements, pumping stations, domestic water supply systems, agricultural production irrigation networks, and emergency projects vital to safeguarding public lives.
Emphasizing that the agricultural sector plays an integral role as the backstay of the economy and the guarantor of food security, Chairman Tran Duy Dong mandated that capital allocation must be precise, highly targeted, aligned with available resources, matched with emergency demands, and capable of generating profound impacts on sectoral advancement and the province’s overall economic growth.
Grounded upon the public investment capital structured for the 2026–2030 period, the Department of Agriculture and Environment shall coordinate with relevant departments, boards, and sectors to clearly delineate the catalog of works and projects. These portfolios must be structured under a strict hierarchy of priority and capital distribution principles that strictly conform with the provincial master plan, sectoral master plans, and particularly the milestones dictated in the Resolution of the Provincial Party Committee Congress.
Concluding the session, the Chairman requested the Department of Agriculture and Environment to refine the draft medium-term public investment plan for the agricultural sector over the 2026–2030 period. The revised document must ensure clear standpoints, definitive principles, and perfect planning compatibility, enabling the Provincial People’s Committee to formally report to the Standing Board of the Provincial Party Committee and the Ministry of Agriculture and Environment.
