On the afternoon of April 9, Mr. Vu Viet Van — Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee — conducted a field inspection of the implementation progress of several key transportation projects in the Vinh Phuc area. Accompanying him were leaders from relevant departments and sectors.
Vice Chairman Vu Viet Van reviews the route map and directs the resolution of obstacles for the Project to Renovate and Upgrade Provincial Road 310C (the section from National Highway 2C to National Highway 2B).
Specifically, the Vice Chairman and the delegation inspected the Provincial Road 310C renovation and upgrade project (National Highway 2C to 2B section); the Ring Road 3 project (Yen Lac – Binh Duong section); and the Tay Thien - Tam Son Road project (sections from National Highway 2C to Hop Ly Bridge and to Van Truc Lake).
Regarding the project to renovate and upgrade Provincial Road 310C (the section from National Highway 2C to National Highway 2B), construction has been completed on 3.7km out of a total 5.8km. This represents 62.71% of the contract value. However, the project is currently facing a bottleneck as 1.82 hectares of land have yet to be cleared for handover to the contractors.
The Ring Road 3 project, a vital part of the provincial transportation development plan (specifically the Yen Lac – Binh Duong section), has successfully executed two major civil works packages, reaching approximately 93% of its total contract value.
Despite this near-completion status, a 600-meter stretch (from km9+900 to km10+500) located at the intersection with Provincial Road 305 remains unfinished. The delay is attributed to ongoing complications regarding compensation and resettlement procedures, preventing the project from being completed according to its original design.
For the Tay Thien - Tam Son Road project (including sections from National Highway 2C to Hop Ly Bridge and to Van Truc Lake), construction has reached 10km out of 14.56km. The primary obstacle remains 3.8 hectares of land pending site clearance. These areas are spread across the communes of Dao Tru, Dai Dinh, Hop Ly, Thai Hoa, and Lap Thach district.

During the inspection, Vice Chairman Vu Viet Van requested the Vinh Phuc Area Project Management Board to collaborate with the Department of Finance to promptly address funding issues for the 600m section of Ring Road 3, as costs have exceeded the initially approved estimate.
Notably, the Vice Chairman demanded that local authorities immediately initiate steps for compensation and site clearance. He stated that in cases where all legal procedures have been fulfilled but land is not handed over, enforced construction protection measures will be implemented to stay on schedule. Localities must commit to specific deadlines for site handover to investors.
Regarding the Tay Thien - Tam Son Road project, Vice Chairman Vu Viet Van issued a formal criticism of the Dao Tru and Dai Dinh commune authorities for their lack of drastic action in site clearance. He also criticized the Project Management Board for failing to coordinate closely with local governments to resolve obstacles and expedite the project’s progress.
