On the morning of May 26, Survey Team No. 2 from the National Assembly’s Committee on Science, Technology, and Environment, led by Mr. Ta Dinh Thi—Deputy Chairman of the Committee—conducted a field survey at the Binh Xuyen Industrial Park (IP). The visit aimed to serve the verification process for the draft Law amending and supplementing a number of articles of the Law on Environmental Protection.

Participating in the survey team on the side of Phu Tho Province were representatives from the leadership of the Department of Agriculture and Environment, the Provincial Industrial Parks Management Board, alongside representatives from various departments and sectors: Finance, Industry and Trade, Construction, Science and Technology, Justice, and the Provincial Police.

Concurrently, they heard An Thinh Vinh Phuc Construction Investment Co., Ltd. report on environmental protection performance across the industrial park.

According to the report, Binh Xuyen IP currently hosts 116 enterprises that have signed land lease contracts. Among them, 97 enterprises are fully operational, 10 are under construction, 6 have yet to commence construction, and 3 have not yet received land handovers, bringing the occupancy rate to 90%. The industrial park currently generates employment for approximately 15,000 laborers.
Regarding environmental management compliance, An Thinh Vinh Phuc Construction Investment Co., Ltd. carries out environmental monitoring on a quarterly basis (3 months/time), tracking 28 monitoring parameters. Concurrently, the company has enacted an environmental incident prevention and response plan for Binh Xuyen IP, executed public disclosure and listing in compliance with regulations, and organized grassroots-level response drills twice a year. The infrastructure developer has also contracted waste collection, transportation, and treatment workflows to Green Industrial Environment Co., Ltd. to fully handle all generated waste, encompassing both conventional solid waste and hazardous waste.

Nevertheless, the real-world execution of environmental protection has revealed certain structural bottlenecks, particularly in complying with specific provisions of the Law on Environmental Protection.
Specifically, regarding trial operation processes, An Thinh Vinh Phuc Construction Investment Co., Ltd. proposed that regulations must explicitly define the required threshold for wastewater discharge volume (measured in percentage against design capacity) that qualifies a facility for trial operations, independent of the timeline lapsed after receiving the environmental permit. Regarding wastewater discharge mechanisms, the developer recommended adding a discharge mechanism tailored to practical manufacturing and wastewater treatment system operations, or providing supplementary clauses on specific discharge timing for continuous discharge mechanisms.
During the working session, team members debated and clarified contents regarding environmental management within industrial parks, waste recycling activities, investments in centralized wastewater treatment systems, and corporate social responsibility in environmental protection. The team actively recorded feedback and petitions from enterprises to serve the verification process of the draft Law amending and supplementing a number of articles of the Law on Environmental Protection.

Acknowledging and highly evaluating the feedback and proposals raised during the survey, Committee Deputy Chairman Ta Dinh Thi urged enterprises to continuously strive to fulfill environmental protection works in strict compliance with current statutory laws, steering toward constructing an eco-industrial park.
Regarding the corporate petitions and proposals, he requested survey team members—grounded upon the functions and duties of their respective ministries and sectors—to provide satisfactory written responses, while researching and resolving these hurdles toward cutting down administrative procedures.
