Promoting the application of digital technology in new rural construction to improve the effectiveness of the implementation of the National Target Program on New Rural Construction, contributing to promoting the rural economy, improving the quality of people’s lives, and gradually narrowing the gap in service quality between rural and urban areas towards smart new rural areas.

The content of digital transformation in new rural construction focuses on developing digital government, digital economy, and digital society in rural areas. In the province, localities have deployed many models and programs on digital transformation in rural areas, gradually meeting the requirements of comprehensive digital transformation. Currently, 100% of commune-level administrative units have established community digital technology teams.
Community digital technology groups have been playing a good role in promoting, disseminating, and instructing people on how to use digital platforms and basic digital applications, making an important contribution to promoting digital transformation from the grassroots level, bringing digital technology to all classes of people.
Localities have increased the attraction of social resources in developing digital infrastructure, connecting the internet to commune, village, and hamlet levels, especially high-quality broadband infrastructure, 4G/5G mobile network infrastructure... to improve the quality and capacity of people to access telecommunications services, serving digital transformation. Currently, in the province, the proportion of the population with smartphones is over 85%, and the proportion of households with broadband fiber optic internet is over 79%. In the first 6 months of this year, the rate of administrative procedure files received and processed online at the commune level is over 75%.
With the foundation of achieving advanced and model new-style rural communes, Son Vi commune, Lam Thao district, has certain advantages in digital transformation to build new-style rural areas. The commune has completed the installation of QR codes at the commune People’s Committee headquarters, schools, cultural houses in residential areas, and historical and cultural relics ranked at the national and provincial levels. At the same time, in implementing administrative procedures, digital transformation is focused on.
Comrade Pham Van Anh, Vice Chairman of the Commune People’s Committee, said: "In addition to looking up administrative procedures on the traditional posting board at the commune’s reception and result return department, people, organizations, and individuals can use smartphones with internet connections to scan the QR-Code to quickly look up information about the components of the dossier and the procedure settlement process. Posting and looking up information via QR Code helps people increase their ability to exploit information in the electronic environment as well as their ability to access online public services.".
In the implementation of non-cash payments, the Mobile Money application has the advantage of only needing a mobile phone number with verified user information. Subscribers can pay for most services linked to the network without a bank account or an internet connection, which is suitable for many customers, especially those in rural, remote, and isolated areas. The whole province has over 297,000 activated Mobile Money accounts, with about 5,800 points accepting payments via Mobile Money service, contributing to creating convenience for users.
In agricultural production, the province continues to build and perfect the traceability software at http://phutho.idfood.net and the application “Agritech - Digital Agricultural Chain” on mobile devices, serving the traceability associated with e-commerce for production establishments and entities in the province.
Digital transformation in the construction of new rural areas brings practical results, contributing to the construction of ecological agriculture, modern countryside, and civilized farmers. The Provincial People’s Committee has issued Plan No. 836-KH/UBND, dated March 15, 2023, on implementing the Digital Transformation Program in the construction of new rural areas towards smart new rural areas by 2025 in the province.
