On the afternoon of May 12, Mr. Nguyen Huy Ngoc—Provincial Party Committee Member and Vice Chairman of the Provincial People’s Committee—presided over a conference to hear the Department of Health’s report on its work program and key tasks for 2026 and the 2026–2030 period.

According to the 2026 plan, the healthcare sector has been tasked by the Provincial People’s Committee to lead 8 major missions, which have been subdivided into 33 core tasks. To date, 9 out of 33 tasks have been completed on schedule. For the 2026–2030 period, the sector aims to build a modern and synchronous healthcare system, gradually transforming Phu Tho into a regional medical center.
The Department has advised on the issuance of the Provincial Party Committee’s Resolution on healthcare development through 2030, with a vision to 2045, and an Action Program to implement Resolution No. 72-NQ/TW of the Politburo regarding breakthrough solutions for public health. Additionally, the Department has finalized 11 projects and plans to be submitted to the Provincial People’s Committee following the approval of the Master Scheme.
Regarding investment for 2026 and the 2026–2030 period, the health sector proposed 4 key projects with a total estimated investment of 14,464 billion VND. It is also preparing procedures for 16 other projects to upgrade facilities at medical centers and hospitals.
At the conference, representatives reported various bottlenecks arising from legislative changes, particularly regarding medical service pricing after the 2025 Law on Prices took effect. Some units continue to face shortages in human resources, finance, and infrastructure. Key projects are also facing obstacles in site clearance, funding, and a lack of synchronous investment in post-merger or newly built facilities.
The Department of Health requested the Provincial People’s Committee to prioritize resource allocation and directed relevant agencies to coordinate in resolving investment procedures, site clearance, and transport connectivity. They also urged Central ministries to promptly issue guidelines on medical service price mechanisms and digital transformation.
In his concluding remarks, Vice Chairman Nguyen Huy Ngoc commended the health sector’s responsibility in stabilizing its organization post-merger while ensuring smooth operations. He emphasized that the sector must stay aligned with Central orientations to proactively deploy key tasks.
Regarding key healthcare projects, Vice Chairman of the Provincial People’s Committee Nguyen Huy Ngoc requested departments, agencies, and localities to strengthen coordination in site clearance, accelerate the completion of investment procedures, and resolve difficulties related to funding and infrastructure planning. These efforts aim to ensure that projects are implemented on schedule and maximize investment efficiency. Additionally, the health sector and local authorities must focus on supporting commune and ward health stations during the initial post-merger phase. It is essential to develop training plans to enhance the capacity of medical staff and provide equipment support to improve the quality of grassroots healthcare services for the people.
Finally, he tasked the Department of Health to lead the coordination with relevant agencies to review and synthesize all proposals for timely resolution by the Provincial People’s Committee.
