Focusing on Resolving Obstacles and Accelerating Key Traffic Projects in the Hoa Binh Area

On the afternoon of May 6, a delegation from the Provincial Party Committee, led by Mr. Pham Dai Duong—Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation—conducted a field inspection at the intersection of National Highway 6 and the Hoa Lac - Hoa Binh road (Thinh Minh Commune). The delegation also worked with representatives of investors for key traffic projects in the Hoa Binh area. Joining the delegation was Mr. Quach Tat Liem, Vice Chairman of the Provincial People’s Committee (PPC), along with leaders of various departments.

The Hoa Lac - Hoa Binh Road Construction and National Highway 6 (Xuan Mai - Hoa Binh section) Upgrade Project is being implemented under the Public-Private Partnership (PPP/BOT) model. Proposed by Infinity Group JSC, the project has a total investment of over 10,000 billion VND. The route spans approximately 23.03km with 6 lanes and a design speed of 100km/h, requiring the recovery of over 253 hectares of land. The project has completed its survey phase and is currently adjusting dossiers while implementing compensation, support, and resettlement tasks.

During the session, the Hoa Binh Regional Project Management Board reported on the progress of key projects. Specifically, the Hoa Binh - Moc Chau Expressway (Km19+000 - Km53+000 section) has a length of 34km and a Phase 1 total investment of 9,997 billion VND. Construction is underway across four packages. To date, the implementation value has reached approximately 1,640/8,332 billion VND (19.7% of the contract value).

Compensation and resettlement are essentially complete, and the site has been handed over for construction. Contractors are maintaining a “3 shifts, 4 crews” schedule, mobilizing maximum labor and machinery to accelerate progress. The goal is to complete the project before December 31, 2027, shortening the original plan by one year. However, the project faces challenges due to complex mountainous terrain, unstable geological conditions, and fluctuations in fuel and material prices.

Regarding the Km0+00 - Km19+00 section of the Hoa Binh - Moc Chau Expressway, the project is in the investment preparation stage with an estimated total investment of 5,653 billion VND for a 4-lane scale.

Concluding the working session, Provincial Party Secretary Pham Dai Duong emphasized that the aforementioned projects are all key works that play a vital role in achieving the province’s economic growth targets. He requested the Provincial People’s Committee and relevant departments to urgently finalize the legal framework and develop an effective investment plan for the Hoa Lac - Hoa Binh route; the investor is required to report on the proposed plan before May 15.

Regarding the Hoa Binh - Moc Chau Expressway (Km0 - Km19 section), the Secretary assigned the Department of Finance to take the lead in advising and finalizing procedures to work with Central ministries and sectors.

For the Pheo Che dyke project, he requested the swift completion of site clearance within May to commence construction in June 2026, while simultaneously focusing on environmentally sustainable material extraction methods.

The Provincial Party Secretary demanded that all levels, sectors, and localities uphold their responsibilities, implement each stage decisively, and promptly resolve difficulties to accelerate project progress. This effort aims to meet public expectations and drive the socio-economic development of the province in general, and the Hòa Bình area in particular.
