On August 19, at the construction site of the Hoa Binh Hydropower Plant Expansion Project (Hoa Binh Ward, Phu Tho Province), the inauguration ceremony and commissioning of Unit No. 1 of the project took place. This was one of 80 live broadcast locations within the Grand Ceremony marking the inauguration and groundbreaking of 250 projects in celebration of the 80th anniversary of the National Day of the Socialist Republic of Viet Nam (September 2, 1945 – September 2, 2025).

At the National Convention and Exhibition Center (Hanoi), the central venue of the ceremony, distinguished participants included: To Lam – General Secretary of the Communist Party of Viet Nam; Pham Minh Chinh – Politburo Member, Prime Minister, among other senior leaders.

The Hoa Binh Hydropower Plant Expansion Project is a key national energy project of strategic importance, marking a new milestone in mastering technology and modernizing Viet Nam’s power sector in the new era.
Leaders of the Viet Nam Electricity present certificates of merit to six collectives with outstanding achievements during the project’s construction.
The project has a total investment of over VND 9.2 trillion, invested by Viet Nam Electricity (EVN) and directly managed by Power Project Management Board No. 1. Construction began in January 2021, with consultancy from the Moscow Hydroproject Institute, and implementation by the consortium of Truong Son Construction Corporation, Construction Joint Stock Company No. 47, and Lilama 10 Joint Stock Company.
The project consists of two generating units with a total capacity of 480 MW (240 MW each), expected to supply approximately 490 million kWh of electricity per year, thereby contributing to strengthening national energy security.
The Hoa Binh Hydropower Plant Expansion plays a vital role in enhancing peak load capacity for the national power system, fully utilizing annual surplus discharge during the flood season from the existing Hoa Binh Hydropower Plant for power generation. At the same time, it improves frequency regulation and stability of the national power grid, helping reduce operating costs.
On the morning of August 19, Unit No. 1 of the Hoa Binh Hydropower Plant Expansion successfully generated and synchronized with the national grid. Unit No. 2 is expected to be completed in November 2025.
The successful commissioning of the first unit of the Hoa Binh Hydropower Plant Expansion once again affirms the intelligence, determination, and strength of Viet Nam in the new era.
