Labor exports open the way out of poverty

In order to increase employment for workers, all levels, sectors, and localities in the province have identified labor export as an effective direction contributing to increasing income and sustainably reducing poverty for people.

According to statistics from the Department of Labor, Invalids, and Social Affairs, in the first nine months of 2024, the rate of underemployment in the province is currently about 1.45% of the total number of workers of working age; the rate of underemployment in men is 1.35% and in women is 1.5%; in urban areas it is 1.3%; and in rural areas it is 1.55%.

In order to increase the quantity and quality of laborers working abroad for a limited period, in recent times, Tam Nong district has promoted the dissemination of support and preferential policies for overseas workers. The district’s Department of Labor, Invalids, and Social Affairs has coordinated with localities to widely announce the need to recruit laborers to work abroad for a limited period so that people can know and choose a market that suits their capacity and needs. 100% of communes and towns have established a steering committee for overseas labor work. In order to create favorable financial conditions for overseas workers, banks located in the area have also actively implemented overseas labor loans and job creation, carried out loan procedures, and disbursed capital quickly, accurately, and promptly. Thanks to that, in the first nine months of 2024, the whole district has sent 120 people to work abroad. The markets chosen by workers are mainly: Taiwan (China) with 41 workers, Japan with 68 workers, Korea with 6 workers...

Comrade Hoang Viet Chung, Head of the District’s Department of Labor, Invalids, and Social Affairs, said: "To achieve the above results, since the beginning of the year, the district has coordinated to select and introduce enterprises with the function of sending workers to work abroad for a limited period of time that are reputable, responsible, and have orders that meet the needs of workers.

The district creates conditions for enterprises to organize consultation sessions to promote and select workers to work abroad for a limited period of time under contracts; at the same time, organize propaganda and warnings for people to know and raise vigilance against brokerage activities to send workers to work abroad illegally.".

In the first nine months of 2024, the province has sent 2,059 people to work abroad, reaching over 82% of the annual plan. To achieve this result, the Department of Labor, Invalids, and Social Affairs coordinated with districts to organize training and propaganda conferences on employment policies and send workers to work abroad under contracts for over 1,500 people, including leaders of People’s Committees of communes, wards, and towns, officials of Labor, Invalids, and Social Affairs, the Youth Union, the Women’s Union, social workers, heads of residential areas, and workers.

The Department appraised the legal documents of 25 enterprises sending workers to work abroad to recruit workers in districts, cities, and towns. Also during this time, the Department notified, guided the necessary procedures, and provided orientation education for 157 workers to work in Korea under the EPS Program. At the same time, it guided and received 340 applications for recruitment in the manufacturing and construction industry and notified 110 workers to go to Korea to work under the EPS Program.

In reality, the foreign labor market currently needs a lot of labor to restore the economy. Therefore, the number of workers going to work abroad under contracts is increasing. However, most foreign employers want to accept trained workers with professional qualifications, skills, and foreign language proficiency. Because these workers have the ability to quickly absorb work, work productively and effectively, and have a better sense of labor discipline and living. Meanwhile, the province’s workers going to work abroad are mainly unskilled workers, which is also a difficulty for workers who want to participate in markets with high incomes and good working conditions.

In order to gradually overcome the above limitations and achieve the goal of sending 2,500 workers to work abroad as planned in 2024, Mr. Nguyen Hien Ngoc, Head of the Department of Employment and Labor Safety (Department of Labor, Invalids, and Social Affairs), said: In the last months of the year, we will continue to introduce and create conditions for enterprises with the function of labor export to districts, cities, and towns to select workers to work abroad; guide the necessary procedures for workers to work in Korea (EPS; confirm individual contracts to work abroad. The Center for Employment Services - Vocational Education will also promote propaganda and consultation on job settlement and labor export. Along with promoting propaganda, party committees and authorities at all levels also need to further strengthen leadership and direction for labor export work, creating opportunities for businesses, vocational training institutions, and businesses sending workers abroad to recruit and enroll students to meet labor market requirements, in accordance with the law and people’s wishes.
