On November 21, Mr. Bui Van Quang – Permanent Deputy Secretary of the Provincial Party Committee (PPC) worked with the Standing Board of the Party Committees of Dong Thanh, Chi Tien, Lien Minh communes.

After nearly five months of operating the two-tier local government model, the operations of the Party Committees and authorities of the three communes have gradually stabilized. The communes focused on key tasks: stabilizing the organizational structure and personnel; promoting production and business development; accelerating the disbursement of public investment capital; and improving the quality of administrative reform and digital transformation.

After listening to various comments, Permanent Deputy Secretary of the PPC Bui Van Quang acknowledged the efforts of the Party Committee and authorities of Chi Tien Commune, noting that the apparatus had become relatively stable and performed its duties well. He requested the commune to continue perfecting the organizational structure, with particular emphasis on officials taking the initiative in professional development, continuous learning, and skills improvement; and paying attention to Party member development. He stressed focusing on economic development by effectively organizing the production activities of the people and coordinating with departments and sectors to implement economic development projects in the area.

Regarding the commune’s petitions and proposals, Permanent Deputy Secretary Bui Van Quang emphasized: In the context of being delegated more tasks, the role, responsibility, and proactiveness of the communal level are greater. Therefore, each leader must be fully aware of this to focus on leadership and direction to achieve the goals set out in the Resolutions of the Party Congresses at all levels.

For Dong Thanh Commune, the total estimated state budget revenue for 2025 is 95 billion VND. The commune has attracted 60 enterprises to invest in the area, creating jobs for many local laborers and contributing to reducing the poverty rate to 2.94%. Three projects with a total investment of nearly 1,900 billion VND are being implemented in the commune. Agricultural production, commerce, services, and construction investment are generally stable.

Working with the Standing Board of the Party Committee of Dong Thanh Commune, the Permanent Deputy Secretary emphasized: The Party Committee and the authorities have synchronously implemented tasks and operated the two-tier local government apparatus effectively. Discussing and clarifying existing difficulties and bottlenecks, he assigned relevant departments and sectors to coordinate closely with the commune to resolve them. He requested improving the quality of Party cell activities; strengthening cadre training; paying attention to digital transformation in management and operation; developing specialized resolutions to leverage local potential; continuing to refine planning; focusing on developing OCOP products with local strengths; concentrating on site clearance; and effectively implementing public investment projects.

For Lien Minh Commune, the total estimated income in the area for 2025 is 905.8 billion VND; the growth rate of production value reached 7.4%; and the average per capita income reached 60 million VND. Enterprises and cooperatives regularly create jobs for over 8,000 laborers with an average income of approximately 7 million VND/person/month. Agricultural production, commerce, services, and tourism have seen fair growth, the quality of culture and society has been enhanced, and national defense and security are maintained.

Acknowledging the results achieved by Lien Minh Commune, particularly the early stabilization of the organizational structure after the merger and the operation of the two-tier local government model, Permanent Deputy Secretary Bui Van Quang emphasized: The Resolutions of the Party Congresses at all levels have clearly defined the goals and directions. The crucial issue for the commune, as well as other localities, is the need for concrete action programs to turn these guidelines and orientations into reality. Leaders and official and Party member must maintain close contact with the grassroots, promptly resolve difficulties and bottlenecks; continue to consolidate the organizational structure; enhance the efficiency of government operations; and better serve the public’s needs for administrative procedures resolution.

In terms of economic development, he requested Lien Minh Commune to continue reviewing and adjusting the commune’s planning for the 2021–2030 period, ensuring synchronization between land use planning and other sectors and fields; and attracting industrial development while ensuring environmental protection.

At the working session, the Permanent Deputy Secretary and leaders of the departments and sectors exchanged views and provided instructions to resolve difficulties and bottlenecks in the local socio-economic development.

Permanent Deputy Secretary of the PPC Bui Van Quang requested the Standing Boards of the Party Committees of the three communes to focus on leading and effectively implementing the election of the 16th National Assembly deputies and the People’s Councils at all levels for the 2026–2031 term.
