Phu Tho Accelerates Implementation of Sun Group’s Key Projects

On the afternoon of July 28, the People’s Committee of Phu Tho Province held a meeting with provincial departments, agencies, local authorities, and Hoa Binh Sun Co., Ltd. (a member of Sun Group) to review the implementation progress of key investment projects in Kim Boi, Dung Tien, and Muong Vang communes.

The meeting was co-chaired by Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, and Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee. According to the report presented at the meeting, six major projects invested by Sun Group are currently being implemented across Kim Boi, Dung Tien, and Muong Vang communes, requiring the acquisition of more than 543 hectares of land.

The projects include the Cuoi Ha Eco-Urban Area, Premium Entertainment Complex and Cable Car System; the Cuoi Ha New Rural Residential Area (now Dung Tien Commune); the Quy Hoa New Rural Area, Resettlement Infrastructure and Housing Project (now Muong Vang Commune); the Ho Kha Premium Eco-Urban and Hot Spring Resort; the Doi Thung Premium Eco-Urban, Resort and Entertainment Complex; and the Kim Boi–Lac Son Cable Car Project.

Following the direction of the Provincial Party Committee, the Provincial People’s Committee established a dedicated task force to support project implementation. As a result, site clearance has recorded encouraging progress. Agricultural land clearance has been largely completed in Kim Boi Commune; multiple compensation plans have been approved and paid in Dung Tien Commune; the remaining land area of the Quy Hoa Project in Muong Vang Commune has been cleared; and technical infrastructure issues involving 35kV power lines, irrigation systems, and transport networks have been promptly addressed.

To date, more than 144 hectares have been cleared for the six projects, accounting for 26.6% of the total required area.

Despite these achievements, overall progress remains behind schedule. The principal bottlenecks include insufficient and inexperienced personnel responsible for compensation, site clearance, and resettlement at the commune level; delays in developing resettlement areas; prolonged land origin verification and compensation documentation; and inadequate coordination among several agencies and local authorities.

During the meeting, delegates analyzed the causes of the delays and proposed stronger coordination among relevant units while focusing on removing procedural and institutional obstacles in accordance with legal regulations and safeguarding the legitimate rights and interests of affected residents.

Representatives of Sun Group requested the province to intensify efforts in cadastral surveying, boundary demarcation, land ownership verification, and the preparation of transparent compensation plans, particularly in the Doi Thung area, which is regarded as the centerpiece of the overall development. The investor also pledged to cooperate closely with local authorities and provide financial support to accelerate site clearance, enabling residents to relocate and stabilize their lives in resettlement areas as soon as possible.

Addressing the meeting, Provincial Party Secretary Pham Dai Duong pointed out that the current site clearance progress is 30 to 50 days behind schedule, posing a direct risk to the province’s economic growth targets for the third and fourth quarters, as well as budget revenue from land-use fees by the end of the year.

He attributed part of the delay to limited proactiveness and responsibility among several agencies and local authorities, particularly at the commune level, where there have been signs of reluctance, buck-passing, and hesitation in making decisions.

The Provincial Party Secretary stressed that these are projects for which land is recovered by the State. Therefore, site clearance must be carried out comprehensively across the entire project area rather than in isolated sections. All procedures must comply with legal regulations and competent authority while combining public communication and community engagement with administrative measures, including compulsory inventory procedures when necessary. He also called for the replacement of officials who fail to fulfill their assigned responsibilities.

Concluding the meeting, Chairman of the Provincial People’s Committee Tran Duy Dong acknowledged that project implementation has not met expectations, with many assigned tasks still behind schedule due to a lack of initiative and accountability.

He cited several examples, including Dung Tien Commune, where the first phase of agricultural land clearance covering 25.8 hectares in Ma Mu Hamlet was scheduled for completion before July 1, 2026, but remains unfinished. In Muong Vang Commune, the Doi Thung Premium Eco-Urban, Resort and Entertainment Complex had completed land measurement for only 83 of 203 households subject to land acquisition as of July 23, 2026, making it unlikely that site clearance will be completed by December 31, 2026, as planned.

The Chairman requested reviews and disciplinary action for agencies, units, and local authorities responsible for delays, emphasizing that these are strategic provincial projects. Heads of departments and local governments must therefore take direct responsibility for supervising implementation and ensuring project progress.

To accelerate implementation, he instructed all relevant agencies to develop detailed schedules for each project and component, prioritize land origin verification and resettlement arrangements, and assign additional staff from the Department of Agriculture and Environment to work directly with local authorities, particularly Dung Tien Commune, to resolve technical issues.

The Provincial People’s Committee Office was tasked with preparing a working plan for provincial leaders to meet directly with the three communes and maintain weekly progress review meetings. Meanwhile, commune-level Party Committees, the Vietnam Fatherland Front, and socio-political organizations were urged to strengthen public communication and mobilization efforts to build consensus among residents and ensure that site clearance is completed on schedule.
