Phu Tho Provincial Party Standing Committee Gives Opinions on Key Matters

On the morning of August 6, under the chairmanship of Comrade Pham Dai Duong—Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation—the Standing Committee of the Provincial Party Committee convened to review and give opinions on several matters within its authority.

Attending the conference was Comrade Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee; alongside comrades from the Provincial Party Standing Committee, members of the Provincial Party Standing Committee, leadership of the Provincial People’s Committee Party Committee, the Provincial Fatherland Front Committee, and various departments, boards, and sectors.

At the conference, the Provincial Party Standing Committee agreed on the policy to recognize the Phu Tho Provincial Former Public Security Association as a provincial-level association assigned tasks by the Party and State; approved the Project to merge Hoa Binh Pedagogical College and transfer the pedagogical sector of Vinh Phuc College into Hung Vuong University; and approved the Project to merge the disciplines of Technology, Economics - Tourism, Languages, and Arts of Vinh Phuc College into Vinh Phuc College of Engineering and Technology.

Next, the Provincial Party Standing Committee discussed, gave feedback, and approved the policy to submit to the Provincial People’s Council the promulgation of a resolution annulling Resolution No. 128/2007/NQ-HDND dated December 12, 2007, on the classification of administrative units of Phu Tho Province, and Resolution No. 41/2011/NQ-HDND dated December 12, 2011, on the construction planning of Viet Tri City into a festival city returning to the roots of the Vietnamese nation for the 2011–2020 period with a vision to 2030.

In addition, delegates gave opinions on resolutions stipulating the contents and spending levels of allowances for officers handling citizen receptions, complaints, denunciations, petitions, and feedback across the province; approved the list of projects requiring land acquisition for socio-economic development in national and public interests across Phu Tho Province; decided on the policy to convert forest use purposes to other uses for project implementation; amended and supplemented several articles of the Regulations attached to Resolution No. 73/2025/NQ-HDND dated December 10, 2025, of the Provincial People’s Council regarding principles, criteria, and allocation quotas for public investment capital from local budget sources for the 2026–2030 period; assigned the public investment plan for state budget capital in 2026 (Phase 4); and promulgated regulations decentralizing authority to commune-level People’s Councils to decide on the allocation and adjustment of medium-term and annual public investment plans using state budget capital for National Target Programs in Phu Tho Province for the 2026–2030 period.

Also at the conference, the Provincial Party Standing Committee gave opinions and approved investment policies for the project on surveying, land registration, cadastral dossier preparation, and database construction for Phu Tho Province for the 2026–2030 period; as well as the project on constructing a national geographic base database and a national topographic map system at 1:2000 and 1:5000 scales across Phu Tho Province.

Subsequently, the Provincial Party Standing Committee reviewed and approved investment policies for several construction, renovation, and facility upgrading projects for medical facilities across the province, including: Hoa Binh General Hospital; and regional Medical Centers in Kim Boi, Tan Lac, Ha Hoa, Thanh Ba, Thanh Thuy, Lam Thao, Doan Hung, Lac Son, and Mai Chau.

Delegates also gave opinions approving investment policies and adjustments to investment policies for several projects in transport and irrigation, including: the preliminary compensation, support, and resettlement component project in Phu Tho Province for site clearance serving the Lao Cai - Ha Noi - Hai Phong Railway Construction Investment Project; the construction of Provincial Road DT.307B (parallel to the Ha Noi - Lao Cai Expressway), the section from DT.305 to DT.305C and branch lines; the renovation and upgrading of 10 reservoir works across the province; the renovation and upgrading of DT.310C from National Highway 2C to National Highway 2B; and the renovation and upgrading of Provincial Road DT.309B from National Highway 2B to Provincial Road DT.309.

Within the framework of the agenda, the conference provided feedback on the report regarding socio-economic development status in 2026; the projected socio-economic development plan for 2027; adjustments to the state budget revenue and expenditure estimates for 2026; and contents on temporary allocations and supplementary funding for several agencies and units carrying out assigned tasks.

Expressing high consensus with the contents presented, Provincial Party Secretary Pham Dai Duong requested the Provincial People’s Committee Party Committee and leadership of the Provincial People’s Committee to direct departments, sectors, localities, and relevant units to urgently absorb all opinions from the Provincial Party Standing Committee, finalize dossiers, and execute implementation strictly according to authority, order, procedures, and regulations of the Party and laws of the State.

For investment projects, careful reviews must be conducted regarding scope, scale, total investment capital, funding sources, and execution progress; implementation processes must be strictly managed to ensure efficient resource utilization and project quality, while absolutely preventing loss, waste, or negative practices—thereby maximizing investment efficiency and driving socio-economic development across the province.
