On June 18, in Phu Tho province, the People’s Committees of Phu Tho, Vinh Phuc, and Hoa Binh jointly organized a workshop to gather feedback on the draft document to be submitted to the Phu Tho Provincial Party Congress (new) in the field of socio-economic development.

The workshop was co-chaired by Mr. Bui Van Quang, Deputy Secretary of the Phu Tho Provincial Party Committee and Chairman of the Phu Tho Provincial People’s Committee; Mr. Tran Duy Dong, Deputy Secretary of the Vinh Phuc Provincial Party Committee and Chairman of the Vinh Phuc Provincial People’s Committee; and Mr. Bui Duc Hinh, Deputy Secretary of the Hoa Binh Provincial Party Committee and Chairman of the Hoa Binh Provincial People’s Committee.

Delivering the opening speech, Mr. Tran Duy Dong emphasized that building on the heroic historical and cultural traditions and the values nurtured through many generations, the Party Committees, governments, and people of the three provinces have, in recent years, made tireless efforts with strong political will and flexible, creative actions. These efforts have yielded important, comprehensive achievements across multiple fields.

During the past term, the average economic growth rate of the three provinces reached 7.5% per year—higher than the 7.0% annual growth rate during 2016–2020 and exceeding the national average of 6.2%. The economic scale has grown rapidly, reaching VND 354.6 trillion in 2024 and projected to reach VND 390 trillion in 2025—1.56 times higher than in 2020. The average GRDP per capita is estimated at VND 105.2 million in 2025, 1.48 times higher than in 2020.

Total state budget revenue over the five-year period is expected to reach nearly VND 249 trillion, with 2025 alone forecast to reach about VND 54 trillion—an increase of VND 8.63 trillion compared to 2020 (VND 45.37 trillion). The economic structure has continued to shift positively. Vinh Phuc is affirming its position as an industrial hub. Phu Tho is focusing on the development of supporting industries, logistics services, and spiritual cultural tourism. Hoa Binh is prioritizing sustainable agriculture, renewable energy, and ecotourism in tandem with preserving its community’s cultural identity.

The draft political report submitted to the Provincial Party Congress outlines the goal of building Phu Tho into a regional and national center for industry, services, logistics, and tourism. The province aims to achieve a high economic growth rate, averaging 10.5% or more, with science, technology, innovation, digital transformation, and the private economy identified as key drivers. The report also envisions the establishment of a modern and synchronous infrastructure system, positioning Phu Tho as a hub for national, regional, and international events. It affirms the importance of preserving and promoting cultural heritage, enhancing the quality of life, ensuring social harmony, and maintaining a clean and livable environment. National defense and security are to be firmly safeguarded, while public order and safety remain ensured.

The draft sets out eight groups of tasks and key development orientations for the province through 2030, along with three strategic breakthroughs. These include promoting greater improvements in the investment and business environment, perfecting policies and mechanisms to remove development bottlenecks, innovating and enhancing human resource development—especially high-quality personnel for the high-tech industry—and developing socio-economic infrastructure in a modern and digital-forward direction.

With this foundation, leading domestic and international delegates, experts, and scientists at the workshop exchanged insights and contributed evaluations. They identified existing shortcomings, assessed the province’s potential and advantages, and offered recommendations for future development until 2030. Prominent topics of discussion included the concept of “New Phu Tho—Three Trees Together,” selecting key industries for breakthrough growth, investment strategies for the newly merged province, development spaces for the period 2025–2030 with a vision to 2050, and socio-economic and tourism development strategies for the homeland of the Hung Kings.

In his closing remarks, Mr. Bui Van Quang, Chairman of the Phu Tho Provincial People’s Committee, noted that the workshop drew more than 150 delegates, including leaders of People’s Councils and People’s Committees from the three provinces, representatives of central agencies in the region, and 22 experts and scientists from various sectors. He emphasized that the candid, enthusiastic exchanges and recommendations of these experts helped Phu Tho define strategic directions, effectively leverage the shared strengths of the three provinces, and refine development pathways in areas such as industry, agriculture, and services.

The Organizing Committee sincerely acknowledged and highly appreciated the constructive feedback provided by all delegates. Based on the workshop’s outcomes, Mr. Quang requested that the Document Subcommittees and relevant agencies of the new province incorporate the insights gathered to complete the draft document for submission to the Phu Tho Provincial Party Congress. This will help shape the province’s development orientation for the 2026–2030 period.

He expressed confidence that, with solidarity, a spirit of innovation, and strong political determination across the entire system, along with the consensus and support of the people, the new Phu Tho province will realize its development aspirations, elevate its position on the national map, and contribute meaningfully to the country’s broader goals of innovation, integration, and sustainable development.
