Phu Tho, Vinh Phuc, and Hoa Binh ready for provincial merger

On the afternoon of June 24, the Steering Committee for the merger of the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh convened a conference to gather feedback on the draft documents to be submitted to the Congress of Delegates of the Phu Tho Provincial Party Committee (post-merger) for the 2025–2030 term. The meeting also discussed the working regulations of the Provincial Party Committee and its Standing Committees and plans for restructuring the organizational apparatus, human resources, financial management, and office arrangements following the merger.

Mr. Dang Xuan Phong, member of the Party Central Committee, secretary of the Vinh Phuc Provincial Party Committee, and head of the Vinh Phuc National Assembly Delegation, chaired and concluded the conference. Attending the meeting were Mr. Bui Minh Chau, Member of the Party Central Committee, Secretary of the Phu Tho Provincial Party Committee, Chairman of the Phu Tho Provincial People’s Council, and Head of the Phu Tho National Assembly Delegation; Mr. Nguyen Phi Long, Alternate Member of the Party Central Committee and Secretary of the Hoa Binh Provincial Party Committee; along with members of the Standing Committees, executive leaders of departments, and sectoral agencies from all three provinces.

The draft political report submitted to the Congress consists of two parts. The first provides a comprehensive evaluation of the implementation of the 2020–2025 term resolutions of the three provincial Party Committees, identifying achievements, limitations, their causes, and lessons learned. The second outlines the viewpoints, goals, key tasks, and solutions for the 2025–2030 term. In line with national development strategies, the merged province will pursue double-digit growth, with 26 detailed development targets across economic, social, and administrative fields. The draft further identifies seven key tasks, three strategic breakthroughs, and four solution groups, encompassing twenty specific actions in areas such as party building, digital transformation, education and healthcare, economic development, foreign affairs, and national defense and security.

At the conference, the committee also reviewed a proposed plan for the post-merger use of public offices and facilities. Currently, Viet Tri City houses 95 administrative properties under provincial management. The policy is to continue using the existing offices of the Phu Tho Provincial Party Committee, People’s Council, People’s Committee, Fatherland Front, mass organizations, and provincial departments for the operations of the new province. This approach aims to ensure continuity, minimize waste, and match the needs and characteristics of each agency. Meanwhile, for agencies based in Vinh Phuc and Hoa Binh, selected leaders and staff will continue working at their current headquarters in the short term to maintain normal operations and ensure public service delivery.

The Steering Committee also discussed proposed working regulations for the Provincial Party Committee and its Standing Committees for the 2025–2030 term, as well as the anticipated structure, personnel assignments, and task distribution among Provincial Party Committee members. Matters related to the handover of state budget and financial responsibilities were also presented.

In his concluding remarks, Mr. Dang Xuan Phong affirmed the committee’s consensus on the draft contents. He assigned the drafting subcommittee to incorporate feedback and finalize the political report, placing special emphasis on refining the goals, breakthroughs, and strategic solutions of the upcoming term. Regarding the plan for reallocating infrastructure and office space, he requested a thorough review of existing facilities in Vinh Phuc and Hoa Binh to develop rational and efficient usage strategies. He also agreed with the proposal to introduce support policies, including housing and transportation allowances, for officials and civil servants during the transition period.

Mr.Phong further instructed relevant agencies to finalize working regulations for the Party Committee and its subordinate bodies, prepare financial plans, and organize the official ceremony to announce the central and local decisions on the merger. This ceremony, set for June 30, will also mark the establishment of new party organizations, people’s councils, people’s committees, and Fatherland Front committees at all administrative levels across the merged province. The implementation of the two-level local government model is scheduled to begin officially on July 1, 2025.
