On May 29, Mr. Vu Viet Van—Member of the Standing Board of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—conducted field inspections at the Son Tay - Hoa Lac - Xuan Mai - Mieu Mon - Hanoi - Ha Dong Urban Chain Water Supply System Project in Thinh Minh Commune, alongside the proposed site for the Mong Hoa Cemetery Park Project in Ky Son Ward. Joining the delegation were leaders from various provincial departments, boards, and sectors.

Holding a working dialogue with Song Da Clean Water Investment JSC—the master developer of the Son Tay - Hoa Lac - Xuan Mai - Mieu Mon - Hanoi - Ha Dong Urban Chain Water Supply System Project—the Vice Chairman emphasized that this initiative holds a crucially strategic role in safeguarding water source security for Hanoi Capital and its adjacent localities.
According to the developer’s status report, the project spans an aggregate land use footprint of over 147 hectares. To date, the investor has been officially allocated and leased over 103 hectares of land, successfully completing all statutory land-related administrative procedures. Currently, the enterprise is proposing an adjustment to the initial investment policy to upscale the project’s design capacity from 600,000 m3 to 900,000 m3/day-night to keep pace with the exponentially rising clean water demands across Hanoi and its peripheral zones.
Following the thorough field inspection and briefing, Vice Chairman Vu Viet Van voiced a basic consensus on the strategic research direction to upscale the plant’s capacity. However, he strictly mandated that the investment policy adjustment must undergo rigorous institutional reviews, fully adhering to statutory regulations governing investments, construction, land administration, environmental protection, and water resource management. Concurrently, a granular evaluation must be conducted on actual market demands, investment efficiency, and the long-term sustainable extraction capacity of the Da River surface water source.

During the itinerary, the Vice Chairman of the Provincial People’s Committee and his working delegation toured the automated water treatment and quality management system at the Song Da Clean Water Plant.
The Vice Chairman assigned the Department of Finance to take the lead, partnering with relevant departments and sectors to continuously audit the dossiers and advise the Provincial People’s Committee on reviewing the investment policy adjustment under strict legal compliance.
Crucially, he emphasized that alongside the grand objective of guaranteeing water security for the Capital Region, the investor must pay greater attention to corporate social responsibility (CSR) and local citizens' rights. Song Da Clean Water Investment JSC must engineer technical solutions to ensure that residents in Thinh Minh Commune and neighboring areas gain seamless access to standardized clean water at a highly reasonable cost. During the itinerary, the Vice Chairman and his delegation also toured the automated water treatment and quality management system at the Song Da Clean Water Plant.
Prior to that, during the field inspection at the proposed layout for the Mong Hoa Cemetery Park Project in Ky Son Ward, the working delegation listened to an investment plan presented by Le Delta JSC. Under this proposal, the project requires a land use scale of approximately 245.13 hectares with an aggregate capitalized investment of roughly 2,433 billion VND. The core objective is to construct a modern cemetery park that satisfies local burial demands while strictly ensuring civilized, scientific, and eco-friendly criteria.

Following the site survey, Vice Chairman Vu Viet Van directed provincial departments, sectors, local authorities, and the investor to continuously conduct strict reviews of all contents tied to land use planning, technical infrastructure connections, environmental impacts, and actual societal demands to guarantee the project’s absolute feasibility and investment efficiency. He explicitly highlighted that the deployment pipeline must place paramount importance on environmental protection and ecological landscapes, while minimizing cascading impacts on the daily lives of local communities.
In conclusion, the Vice Chairman requested that during the implementation of both major projects, all involved units must secure absolute harmony among developmental milestones, environmental conservation, and local livelihood stability, thereby actively contributing to the province’s long-term sustainable development in the upcoming phase.
