Promoting Science, Technology, Innovation, and Digital Transformation as Drivers for Socio-Economic Development to Best Serve Citizens and Businesses

On January 13, under the chairmanship of Mr. Pham Dai Duong – Member of the Party Central Committee, Provincial Party Secretary, and Head of the Provincial Steering Committee for Science, Technology, Innovation, and Digital Transformation, the Steering Committee held a conference to review the implementation of Resolution No. 57-NQ/TW of the Politburo, Decision No. 204-QD/TW of the Secretariat, and Government Resolution No. 71-NQ/CP for 2025, while outlining key tasks and solutions for 2026.

The conference was conducted in a hybrid format, connecting the Provincial Party Committee’s headquarters with 148 communes and wards across the province.

To implement the Politburo’s Resolution No. 57-NQ/TW, the Secretariat’s Decision No. 204-QD/TW, and the Government’s Resolution No. 71-NQ/CP for 2025 within the province, the Provincial Party Standing Committee established a Provincial Steering Committee and successfully set up Steering Committees in 100% of communes, ensuring unified leadership from the provincial to the grassroots level.

A system of leadership and guidance documents, as well as periodic monitoring reports, has been issued promptly and with a clear focus. The Provincial Party Standing Committee, the Provincial Steering Committee, the Provincial People’s Council, and the Provincial People’s Committee have issued 2 Programs, 21 Plans, 5 Resolutions, 22 Decisions, and numerous other documents to institutionalize mechanisms and policies for the development of science, technology, innovation, and digital transformation across the province.

Simultaneously, extensive communication campaigns have been organized for officials, party members, and the general public regarding the role and importance of these fields. These efforts have been carried out through diverse formats, including websites, web portals, the press, social media, as well as through conferences, education, and training sessions.

According to the monitoring system for the implementation of Resolution No. 57-NQ/TW, Phu Tho has consistently ranked among the top 3 leading localities nationwide in terms of completion speed. The province has completed 163 tasks, with the remaining 4 out of 167 assigned tasks currently in progress and on schedule, as per the plans and conclusion notices from the Central Government.

The provincial level and all 148/148 communes and wards have achieved a 100% completion rate for their assigned tasks, reaching “Green Status” for Phase 1 starting July 23, 2025, and Phase 2 starting December 5, 2025, in fulfilling daily duties and criteria required by the Central Government.

In tandem with these efforts, the province’s digital infrastructure has been strengthened and maintained with stable operations, while the development of digital data has been accelerated. Broadband fiber-optic infrastructure now reaches 100% of communes and wards, with the total number of fixed broadband Internet subscribers exceeding 960,000; the percentage of households using fiber-optic Internet has reached approximately 86%.

The entire province has over 3,600,000 mobile broadband subscribers. 4G mobile coverage accounts for 98% of the total area with 9,283 BTS stations. Additionally, 868 new 5G stations have been developed, a sixfold increase compared to the period before July 1, 2025; 5G coverage now extends to 100% of central urban areas and industrial parks.

The infrastructure of the Provincial Party Committee’s Data Center and the Data Centers of state agencies basically meets the operational requirements for shared information systems and the administrative activities of the province’s political system.

To date, within the province’s Party agencies, the rate of end-to-end electronic processing for outgoing documents has reached 83.42%, and 78.5% for incoming documents; ranking 4th out of 34 provinces/cities and 6th out of 58 Party Organizations nationwide. The “Electronic Party Member Handbook” application has been deployed synchronously, with a login and usage rate of 90.04%, ranking 5th in the country. Furthermore, the province has achieved a 100% completion rate in cleaning the party member database.

Core services such as data storage, integrated data sharing, official government email, and platform software are maintained with stability. The information security system has been reinforced, ensuring secure connectivity from the Central level to 100% of communes and wards. The Provincial Intelligent Operation Center (IOC), featuring 12 basic modules, initially allows for the tracking, monitoring, analysis, and forecasting of the province’s socio-economic indicators.

Significant attention has been given to the enrichment of databases. National databases and various databases from Central Ministries and sectors are now synchronously connected and shared with the province’s information systems. In 2025, the province implemented 88 provincial-level science and technology tasks and effectively operated the online technology and equipment exchange platform (VPTEX) with 2,285 participating enterprises. Phu Tho’s Provincial Innovation Index (PII) reached 41.10 points, ranking 15th nationwide—an improvement of 5 places compared to 2024.

Comrade Nguyen Huy Dung - Member in charge of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation - presented a symbolic gift of e-books and computers to Phu Tho province.

During the discussion, Mr. Nguyen Huy Dung suggested that Phu Tho province should research and define its unique identity to attract investment, based on several key principles: Prioritizing applied science and technology over basic research; serving nature and local livelihoods; and positioning itself as the service and technology hub of the Northern Midlands and Mountains without chasing “flashy” or superficial technologies. Rooted in the depth of Vietnamese culture, Phu Tho should develop without merely copying the models of major metropolises. Furthermore, digital transformation must be inclusive and encompass all of society.

In his concluding remarks, Provincial Party Secretary Pham Dai Duong emphasized that the Resolution of the 1st Provincial Party Congress (2025–2030 tenure) has set ambitious goals. This requires the entire political system to achieve a qualitative leap in rapid and sustainable development; improve labor productivity and work efficiency; and innovate the economic model based on science, technology, knowledge, and creativity to form new capacities and values for the province’s growth.

He also requested the continued development, refinement, and timely issuance of key mechanisms and policies. He stressed the need for solutions to build a provincial science and technology ecosystem and to institutionalize regulations that “order” management solutions from tech enterprises, rather than focusing purely on equipment procurement.

Investment attraction must be selective, prioritizing high-tech projects committed to technology transfer and focusing on the upstream segment. A key highlight for 2026 is the deployment of a high-tech industrial park and attracting at least one major global or regional digital technology corporation to join existing enterprises in a leading role.

Additionally, the province must complete all of the tasks assigned by the Central Government and the Provincial Steering Committee. A core priority is standardizing 100% of Public Administration Service Centers in terms of personnel, equipment, facilities, professional processes, templates, and service attitudes, thereby creating a fundamental shift in the quality of service for citizens and businesses.

The Secretary demanded that the budget for science, technology, and innovation be allocated according to the required structures and minimum levels; priority should be given to using revenue increases and expenditure savings for digital transformation tasks.
