On the afternoon of March 12, Mr. Nguyen Huy Ngọc – Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – chaired a meeting to review the performance of Public Administration Service Centers at all levels and address the issue of delayed and overdue files from July 1, 2025, to the present.

After more than eight months of consolidation, the operations of Public Administration Service Centers across the province have gradually stabilized. From July 1, 2025, to March 10, 2026, the provincial level received over 277,000 files, with online submissions accounting for over 71%. Of these, over 209,000 files (82%) were processed on time or ahead of schedule. At the communal level, over 791,000 files were received, with an online submission rate exceeding 97%, and over 767,000 files (97%) were resolved on time or ahead of schedule.
However, challenges remain. The online submission rate at the provincial level has not met requirements, and the rate of overdue files remains high (over 17% at the provincial level and over 3% at the communal level). Additionally, the rate of withdrawn or returned files exceeded 10%, while the digitization of files and administrative results has yet to reach the desired quality and coverage.
Assessments indicate that the centralized information systems of various ministries and sectors remain unstable and lack synchronization. Data exploitation during the administrative process is inefficient, training has not met demand, and technical support mechanisms have been untimely. Spot-checks at 11 branches of the Land Registration Office revealed persistent shortcomings in using digital result files, issuing apologies and extensions for delayed files, refusing applications, and properly finalizing file operations.

Vice Chairman Nguyen Huy Ngoc requested that immediately following this meeting, all localities and units with delayed administrative procedures must resolve them definitively within 45 days, treating this as a high-priority "campaign." He directed the Department of Science and Technology to coordinate closely with the Office of the Provincial People’s Committee to comprehensively monitor the quality and process of administrative resolution, especially in land management. A monitoring system must be established to analyze difficulties and provide weekly reports to the Provincial People’s Committee.
Furthermore, communes, wards, and Land Registration branches must reinforce the sense of responsibility among officials, using performance in administrative resolution as a key criterion for annual evaluation. Training must be substantive and effective to ensure all procedures are settled on time or ahead of schedule.
The Vice Chairman also urged software providers to stay committed and provide timely support to agencies and localities, ensuring that system errors no longer cause administrative delays.
