On the afternoon of February 2, Mr. Pham Dai Duong—Member of the Party Central Committee and Secretary of the Provincial Party Committee held a courtesy reception for a high-level delegation from Houaphanh Province (Lao People’s Democratic Republic). The delegation was led by Mr. Phonsouk Inthavong—Deputy Secretary of the Provincial Party Committee and Chairman of the Houaphanh Provincial Administration Committee—who visited to offer Lunar New Year greetings to the Party, government, and people of Phu Tho Province.

Phu Tho Provincial Party Secretary Pham Dai Duong presented a souvenir to the Houaphanh delegation.

At the meeting, Secretary Pham Dai Duong expressed his joy in welcoming the high-level delegation and wished for the cooperative friendship between Phu Tho and Houaphanh to grow ever stronger and more effective.

The Secretary introduced a brief overview of the province’s socio-economic development and the outcomes of the 14th National Party Congress, outlining the Party’s major orientations toward the strategic goals of the 100th anniversary of the Party’s founding and the 100th anniversary of the Nation’s founding. Notably, he mentioned Resolution No. 59-NQ/TW of the Politburo on enhancing foreign affairs efficiency, which provides a vital political framework for localities to proactively expand international cooperation.

Reiterating the special friendship between Vietnam and Laos—and specifically between the former Hoa Binh and Houaphanh, and now Phu Tho and Houaphanh—Secretary Pham Dai Duong emphasized: "The Vietnam-Laos relationship is a special, exemplary, and faithful bond meticulously built and nurtured by generations of leaders and citizens. It is an invaluable asset of both nations, Parties, and States, to be preserved and passed on to future generations."

Under the leadership of the Communist Party of Vietnam, Phu Tho has consistently strived to cultivate this comprehensive cooperation. Following the provincial administrative restructuring on July 1, 2025, the new Phu Tho Province (merged from Phu Tho, Vinh Phuc, and Hoa Binh) possesses broader development space and diverse resources. The province is committed to inheriting and developing international partnerships, especially the traditional friendship with Houaphanh, based on mutual benefit and legal compliance.

Looking ahead to 2026, Secretary Pham Dai Duong expressed his hope that the two provinces would strengthen cooperation in economy, culture, people-to-people exchange, defense, and security, contributing to regional peace and stability. He also extended a formal invitation to the Secretary of the Houaphanh Provincial Party Committee to visit and work in Phu Tho soon.

On behalf of the Houaphanh delegation, Mr. Phonsouk Inthavong expressed his excitement upon returning to Phu Tho. He noted his deep impression of the province’s expanded development space and breakthrough progress following the administrative merger.

Mr. Phonsouk Inthavong expressed sincere gratitude for the warm reception and the significant support that the Party, government, and people of the former Hoa Binh (now Phu Tho) have provided to Houaphanh over the years. He affirmed that this heartfelt assistance has contributed significantly to Houaphanh’s development, particularly in education and training, healthcare, and socio-economic infrastructure.

He hoped that in the coming years, both sides would continue to enhance cooperation in education, tourism, industry, and high-level delegation exchanges, further nurturing the special bond between the two provinces and the two nations. On the occasion of the Year of the Horse 2026, he extended his best wishes for a successful new year to the people of Phu Tho and once again congratulated Secretary Pham Dai Duong on his re-election to the Party Central Committee.
