On February 4, under the chairmanship of Mr. Pham Dai Duong — Member of the Party Central Committee and Secretary of the Provincial Party Committee — the Standing Committee of the Provincial Party Committee met to discuss the 2026 Hung Kings“Anniversary - Hung Kings” Temple Festival and the Ancestral Land Cultural Tourism Week, alongside critical matters regarding the economy, budget, and social welfare.

At the conference, the Standing Committee of the Provincial Party Committee listened to the report from the Party Committee of the Provincial People’s Committee on the Plan for organizing the Hung Kings Commemoration Day - Hung Temple Festival and the Ancestral Land Cultural and Tourism Week in the year of the Horse 2026, taking place from April 17-26, 2026 (i.e from March 1 to March 10 of the Lunar New Year) at the Hung Temple Historical Relic Site and communes and wards in the province.
According to the plan, the ceremonial part will maintain the traditional rituals observed over many years. The festivity part will feature more than 20 programs and events, highlighted by the opening art performance for the 2026 Hung Kings' Temple Festival and Ancestral Land Cultural Tourism Week, accompanied by a high-altitude fireworks display. Notably, this year marks the debut of the “Phu Tho 2026 Cultural Diplomacy Exchange” and the revival of the Street Folklore Festival following a hiatus caused by the COVID-19 pandemic.

An overview of the conference.
In high consensus with the programs and plans submitted by the Provincial People’s Committee, the Provincial Party Standing Committee required that the festival organization ensure solemnity, cost-effectiveness, and absolute safety. Heavy emphasis must be placed on maintaining security and order, environmental sanitation, traffic management, medical care, and waste treatment. Relevant departments and sectors are tasked with developing close coordination strategies, determined to host a “model, safe, civilized, and successful” festival season.

Subsequently, the Provincial Party Standing Committee reviewed and provided feedback on key economic and budgetary matters, including: extending the implementation and disbursement period of 2025 public investment capital from the central budget into 2026; the allocation plan for the 2025 provincial budget revenue surplus; and the provisional funding for the elections of the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
Following the discussion, the Standing Committee reached a consensus on the proposals submitted by the Party Committee of the Provincial People’s Committee. Secretary of the Provincial Party Committee Pham Dai Duong emphasized that capital allocation must strictly adhere to the principle of concentration, prioritizing projects with high disbursement potential and avoiding scattered or wasteful investments. Special focus must be placed on key projects serving socio-economic development, political stability, and national defense and security.
The Secretary tasked the Party Committee of the Provincial People’s Committee with conducting a thorough review of the project portfolio to unlock resources and achieve the double-digit economic growth target, particularly in disadvantaged areas. Regarding election funding, he required all agencies and units to comply strictly with regulations to ensure the best possible support for this "festival of the entire people."
Concerning the proposal to issue a Resolution approving the list of socio-economic development projects for national and public interests requiring land acquisition, the policy to convert forest land for the 500/220kV Nho Quan – Phu Ly – Thuong Tin transmission line project, and the regulations on Tet gifts for poor and near-poor households for the 2026 Lunar New Year, the Provincial Party Standing Committee demanded that functional agencies perform rigorous reviews to ensure absolute legal compliance.
The Provincial Party Secretary emphasized that land acquisition and forest land conversion must align strictly with current legal regulations, ensuring the progress of national key energy projects without compromising sustainable ecological environments.
Regarding the Tet gift policy for the poor, the Standing Committee assigned the Provincial People’s Committee to review and verify regulations for timely and accurate distribution, ensuring every citizen and every home enjoys a warm and joyful Tet. This initiative reflects the profound care of the Party, the State, and the province for social welfare and the people’s livelihoods.
Mr. Duong Hoang Huong, Director of the Department of Culture, Sports, and Tourism, reported on the plan for the 2026 Hung Kings“Anniversary - Hung Kings” Temple Festival and the Ancestral Land Cultural Tourism Week.
Regarding the transfer and renaming of Central Hospital 74 from the Ministry of Health to the Phu Tho Department of Health, the Standing Committee basically agreed with the proposal. Secretary Pham Dai Duong required that, upon receiving the hospital in its current state, the health sector must develop an efficient operational plan, maintain strict asset management, and arrange personnel suitable to the actual situation. Furthermore, specific management regulations must be issued promptly to stabilize the organization and commence operations.
