On the morning of December 10th, presided over by comrades: Bui Duc Hinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council (PPC); Nguyen Trung Kien - Member of the Provincial Party Standing Committee (PSC), Standing Vice Chairman of the PPC; Nguyen Thi Cam Phuong - Member of the PSC, Vice Chairman of the PPC; and Nguyen Thi Hong Lam - Provincial Party Committee Member (PCM), Vice Chairman of the PPC, the Second Session of the 19th Provincial People’s Council continued its agenda with discussions in the hall, the adoption of resolutions, and the closing ceremony.

At the working session, the Provincial People’s Council heard a synthesis report of the results of group discussions. The discussion atmosphere was assessed as vibrant and responsible; 32 opinions were focused on analyzing the socio-economic situation in 2025 and the tasks for the 2026-2030 period. Delegates highly agreed with the report of the Provincial People’s Committee; they acknowledged the flexibility in guidance and administration, the clear progress in economic, cultural, social, and welfare sectors; and the stable initial operation of the two-tier government model.
In addition, many opinions proposed clarifying the sustainability of budget revenue, the difficulties faced by enterprises, and poverty reduction data; they also proposed addressing inadequacies in education, healthcare, land management, environmental issues, and urban order.
Delegations agreed with the development goals, targets, and tasks for 2026 and the 2026–2030 period; they requested the province to continue implementing solutions to improve the investment environment, accelerate the progress of economic and high-tech agricultural projects, enhance the quality of public services, and strengthen cybersecurity and online fraud prevention.

Speaking at the Session, PPC Chairman Tran Duy Dong provided an overview of the 2025 development results, highlighting several key points: high economic growth; budget revenue significantly exceeding the estimate; record-breaking FDI and DDI attraction; public investment disbursement ranking among the top nationwide; strong implementation of key infrastructure; clear improvements in social welfare; and the completion of the post-merger regulatory system to ensure unified operation starting January 1, 2026. These results create an important foundation for the province to enter a new development phase.
The PPC Chairman spent time deeply analyzing 6 major issues of concern to delegates and constituents: Provincial Planning and the integration of commune/ward planning—a pivotal task determining the development space after the merger; handling the large volume of redundant public assets, ensuring compliance with the law and preventing loss; solutions for diversifying and increasing sustainable revenue in the context where land and FDI revenues account for a large proportion; management of land, minerals, and control of environmental pollution—complex, sensitive fields facing strong development pressure.
Regarding the tasks for 2026, the Chairman emphasized the determination to complete and surpass 15 out of 15 socio-economic development targets; striving for 11% growth; budget revenue of over 58 trillion VND; and 100% disbursement of public investment capital. To successfully achieve the 2026 goals and tasks, the province will accelerate administrative reform; develop high-quality human resources; promote science-technology and innovation; complete the planning system; upgrade inter-regional transport infrastructure; tightly manage land and minerals; care for social welfare; effectively implement national defense and security tasks; and thoroughly prepare for the elections for the National Assembly and People’s Councils at all levels for the 2026-2031 term.
Based on democratic and responsible discussion, the Provincial People’s Council voted 25 resolutions across fields including socio-economic development, finance and budget, public investment, fees and charges, environmental policies, agriculture, education, staffing, and a number of specific mechanisms serving state management, meeting the province’s requirements in the new phase. The adopted resolutions serve as important legal grounds for the PPC, all levels, and sectors to implement right from the beginning of 2026, ensuring uniformity and effectiveness in leadership and administration.

Delivering the closing speech for the Second Session, Chairman of the Provincial People’s Council Bui Duc Hinh affirmed that the session took place seriously, democratically, and responsibly, completing the entire proposed agenda. With a spirit of innovation and intellect, the Provincial People’s Council comprehensively assessed the socio-economic development situation in 2025, considered regular reports, discussed in depth the tasks for 2026 and the 2026-2030 period, and concurrently adopted 25 important resolutions that will serve as the basis for implementing development goals in the near future.
After 2.5 days of work, with a high sense of responsibility, the Second Session of the 19th Provincial People’s Council successfully completed all items on the agenda.
