On the morning of December 8th, the 19th Provincial People’s Council (term 2021-2026) held the second Session—the regular year-end session. The session was presided over by comrades: Bui Duc Hinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Nguyen Trung Kien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Council; Nguyen Thi Cam Phuong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Council; and Nguyen Thi Hong Lam - Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Council.

Second Session of the 19th Provincial Peoples Council: 10.52% Growth in the First Year of Operating the Two-Tier Government Model

At the opening session, the 19th Provincial People’s Council focused on hearing reports and proposals from the Provincial People’s Committee (PPC) on the following contents: Report evaluating the situation regarding the implementation of socio-economic development tasks for the period 2021-2025 and for 2025; direction and tasks for the period 2026-2030 and for 2026; Socio-Economic Development Plan for 2026; and the Socio-Economic Development Plan for the period 2026-2030.

The report shows many outstanding results across all sectors in the context of the first year of operating the two-tier local government model. In 2025, the provincial economy maintained a high growth momentum, with each subsequent quarter higher than the previous one; the estimated annual growth is 10.52% compared to 2024, exceeding the target assigned by the Government, ranking 4th nationwide and leading among the Northern Midlands and Mountainous provinces.

GRDP scale reached over 412 trillion VND, an increase of 15.56% compared to 2024. GRDP per capita reached 111.4 million VND, an increase of 14.37% compared to 2024. State budget revenue far exceeded the estimate with over 57 trillion VND, reaching 127.5% of the target assigned by the Provincial People’s Council. Public investment disbursement is estimated to reach 95% of the total plan.

Investment promotion has been significantly innovated, attracting 1.51 billion USD in FDI (a 64% increase compared to 2024) and nearly 220 trillion VND in DDI capital (3.6 times higher than 2024); the number of newly established enterprises surged with 4,546 businesses. The fields of agriculture, trade – services, tourism, education, and healthcare all prospered; the poverty rate decreased to 2.71%. Digital transformation has made clear progress with 100% of online public services at level 4 integrated into the National Public Service Portal; the two-tier government model operates stably; and national defense and security are ensured.

The report also clearly stated limitations that need to be addressed and defined the key tasks for 2026—the first year of implementing the 2026–2030 five-year plan. The province focuses on: Administrative reform, simplifying procedures, and enhancing competitiveness; Developing high-quality human resources; Promoting science and technology and digital transformation, especially in knowledge-based economic sectors like AI and semiconductor microchips; Prioritizing the completion of digital infrastructure, industrial park infrastructure, logistics, and inter-regional transport; Restructuring the industrial sector towards modernization; Strengthening resource and mineral management; Ensuring national defense, security, and enhancing the effectiveness of external affairs and integration.

On behalf of the PPC, Phan Trong Tan - Vice Chairman of the PPC briefly presented 10 reports, proposals, and draft resolutions related to budget, finance, and planning issues, including: Principles, criteria, and allocation norms for local budget recurrent expenditures; decentralization of revenue sources and spending tasks between the provincial and commune-level budgets; allocation of local public investment capital for the 2026-2030 period; collection rates, exemption/reduction policies, collection, submission, management, and use of fees and charges; list of land areas for investor selection via bidding; financial – state budget plan for 2026 and the 2026-2030 period; and the public investment plan for 2026...

Vice Chairman of the PPC Nguyen Khac Hieu briefly presented a group of 5 proposals for draft resolutions on personnel work, the number of payroll, and contracts salaried by the state budget in public non-business units and in education non-business units for 2026; tuition fees and tuition fee support for public and non-public private educational institutions in the area; and measures to deal with facilities in Phu Tho province that fail to meet Fire Prevention and Fighting requirements.

Vice Chairman of the PPC Phung Thi Kim Nga briefly presented a group of 4 proposals for draft resolutions on: Procurement regime, procedures for issuing badges, pennants, rank insignias, signs, and uniforms for civil servants working at the Provincial Market Management Department of Phu Tho province; contents and levels of support for trade promotion activities; specific expenditure levels for supporting industry development activities in Phu Tho province; and the abolition of some Resolutions of the Provincial People’s Councils of Vinh Phuc, Phu Tho, and Hoa Binh issued before the merger.

At the session, delegates also heard reports on the results of work in 2025 from judicial agencies, including: The work of the Provincial People’s Court sector; the results of procuracy work; and the results of civil judgment enforcement. They also heard the Boards of the Provincial People’s Council briefly present verification reports on the draft resolutions submitted at the Session.
