On March 4, Ha Hoa District, in coordination with the Embassy of Japan in Vietnam and the Department of Foreign Affairs, organized the signing ceremony for the aid contract to implement the “Project to Build Hien Luong Primary School, Ha Hoa District, Phu Tho Province”. Attending the ceremony were Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam; leaders of the Department of Foreign Affairs; and representatives of Ha Hoa District.

In September 2024, northern provinces, including Phu Tho, suffered severe damage due to Storm No. 3 and its aftermath. In Ha Hoa District, floods caused extensive damage to infrastructure, property, rice fields, and crops, with total estimated losses exceeding 165 billion VND. Hien Luong Primary School in Hien Luong Commune was inundated by floodwaters reaching approximately one meter in depth, severely damaging school facilities and the campus, significantly disrupting teaching and learning activities.
Through the coordination of the Department of Foreign Affairs and with support from the Ministry of Foreign Affairs, the Embassy of Japan officially approved sponsorship for the “Project to Build Hien Luong Primary School, Ha Hoa District, Phu Tho Province” in January 2025. The project is funded under Japan’s grassroots non-refundable aid program, with a total sponsorship value of over 206,000 USD (equivalent to more than VND5 billion).
The leadership of Ha Hoa District presented the painting “The Great Mother Au Co Temple” to the delegation from the Embassy of Japan in Vietnam.
Speaking at the ceremony, Ambassador Ito Naoki expressed deep sympathy for the damage suffered by Phu Tho Province and Ha Hoa District following the impact of Storm No. 3. He emphasized that, upon learning of the devastation, the Embassy of Japan promptly coordinated efforts to secure resources to assist the affected communities through the grassroots non-refundable aid program. The ambassador expressed hope that the projects implemented with Japanese support would be effective in improving living conditions and strengthening the solidarity and friendship between Vietnam and Japan.

In response, Ha Hoa District leaders expressed their sincere gratitude for the support extended by the Embassy of Japan and Ambassador Ito Naoki. They pledged to ensure that the aid would be utilized effectively and for its intended purpose.
Following the speeches, Ambassador Ito Naoki and Ha Hoa District leaders officially signed the aid contract for the "Project to Build Hien Luong Primary School, Ha Hoa District." The project includes the construction of a two-story classroom building with eight functional rooms and various auxiliary facilities. Once completed and operational, the school will significantly improve the learning environment and educational conditions for local students.

During his visit, Ambassador Ito Naoki and the delegation also toured Goc Sui Bridge in Phuong Vien Commune, a project funded in 2022 under Japan’s grassroots non-refundable aid program, with a total value of nearly 2 billion VND. Additionally, the ambassador visited and presented gifts to teachers and students of Hien Luong Primary School, Ha Hoa District.
