On the morning of May 22, Mr. Vu Viet Van—Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—chaired a conference to hear reports from the Department of Construction and the Department of Finance regarding several urban development and social housing initiatives across the province. The meeting saw participation from leaders of various provincial departments and sectors.

According to the appraisal report by the Department of Construction, the Phuc Yen Social Housing Project (Phuc Yen Ward) spans an area of over 7.9 hectares and is projected to deliver approximately 1,580 apartments. This total comprises 1,244 social housing units and 336 commercial apartments.
The project features 2 high-rise social housing structures and 1 high-rise commercial residential building, integrated with healthcare facilities, educational institutions, synchronized technical infrastructure networks, and green spaces. Engineered for a target population of roughly 4,740 people, the project is slated to break ground in the fourth quarter of 2026 and reach full completion by the fourth quarter of 2031.
The Phuc Yen Social Housing Project is designed to satisfy the housing demands of beneficiaries eligible for social housing support policies. Concurrently, it actively contributes to the execution of the national scheme: “Investing in the construction of at least one million social housing apartments for low-income demographics and industrial park workers during the 2021–2030 period,” approved by the Prime Minister.
Expressing absolute consensus on the investment policy for the Phuc Yen Social Housing Project, Vice Chairman Vu Viet Van emphasized that this project occupies a highly prime location in Phuc Yen Ward. He directed that upon securing investment policy approval, the selected investor must execute technical infrastructure framework in a synchronized manner according to the master plan, guaranteeing internal and external connectivity. Special attention must be paid to constructing synchronized link road networks, technical utility stations, wastewater treatment systems, parking facilities, and designated green spaces.
The Vice Chairman assigned the Department of Construction to appraise, absorb constructive feedback, and finalize the investment policy report for the project.
According to the appraisal report by the Department of Finance, the New Urban Area Project on both sides of Nguyen Tat Thanh Street (Van Phu Ward) covers nearly 50 hectares, with an estimated target population of about 7,316 people. The project features 1,267 housing units, including 496 commercial houses and 771 social housing units. The project is projected for completion in 2030.
This project aligns perfectly with the province’s objectives for urban and residential development, serving to perfect the technical and social infrastructure frameworks of the Van Phu area. It contributes to effectively tapping into the land fund on both sides of Nguyen Tat Thanh Street, adding to the local pool of commercial housing, social housing, and public service utilities serving residents.
Offering directives on this project, Vice Chairman Vu Viet Van requested the project planning unit of the New Urban Area on both sides of Nguyen Tat Thanh Street to heavily prioritize land funds for social housing construction, while investing in synchronized and modern social infrastructure.
Approving the project’s investment policy, Vice Chairman Vu Viet Van assigned the Department of Finance—the appraising unit—to absorb all feedback and collaborate with relevant agencies to swiftly finalize the investment policy report.
