Accelerating the Construction of National Highway 2 Section from Vinh Yen to Viet Tri

On the morning of September 24, a delegation from the Ministry of Construction led by Comrade Tran Hong Minh — Member of the Party Central Committee and Minister of Construction — conducted an on-site inspection of the progress of the National Highway 2 Renovation and Expansion Project (Vinh Yen – Viet Tri section).

Accompanying the delegation was Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, along with leaders of relevant departments, boards, and sectors.

The National Highway 2 Renovation and Expansion Project (Vinh Yen – Viet Tri section) was approved under Decision No. 1331/QD-BGTVT dated October 18, 2023, and adjusted under Decision No. 1875/QD-BXD dated October 28, 2025, by the Ministry of Construction.

The project has a length of approximately 11.06 km with a total investment of 1,258.179 billion VND, invested by the Maritime and Waterway Project Management Board. Specifically, the section from Km38+600 to Km39+600 is designed for 4 lanes with an 18 m roadbed width; the section from Km39+600 to Km49+768 features 6 lanes with a roadbed width ranging from 25 to 26 m. Funding includes 799.74 billion VND from the central budget and 458.44 billion VND from the provincial budget.

As of September 23, 2026, the area with approved compensation and site clearance plans reached 44.47 out of 44.51 ha (99.91%); the handed-over area reached 43.15 out of 44.51 ha (96.94%). Hoi Thinh, Te Lo, and Vinh Thanh communes have completed all compensation and site clearance tasks, handing over 100% of the site for construction.

During the inspection, the project owner and contractors reported on progress as well as difficulties and obstacles encountered during execution. Accordingly, at certain locations, coordination among the project owner, construction contractors, technical infrastructure management units, and local authorities has not been truly synchronized.

Construction organization in several sections remains slow, failing to fully leverage the handed-over land, which has impacted the overall project timeline.

Additionally, National Highway 2 carries a heavy volume of traffic and passes through many areas concentrated with residential communities, enterprises, and production or business facilities.

Therefore, the construction process must balance maintaining progress and quality with ensuring traffic safety and smooth flow, minimizing disruption to the daily lives, production, and business activities of local residents and enterprises.

Following the physical inspection, the Minister of Construction and Vice Chairman of the Phu Tho Provincial People’s Committee Quach Tat Liem requested the project owner and contractors to stay highly focused and accelerate construction progress. They must mobilize maximum manpower, machinery, and equipment; proactively arrange suitable construction teams; take advantage of favorable weather to add shifts; and organize construction wherever conditions are met.

Minister of Construction Tran Hong Minh emphasized that the project owner, contractors, and local authorities along the route must strengthen coordination and promptly resolve emerging issues, preventing prolonged bottlenecks from affecting overall progress.

Construction should be organized scientifically and synchronously on a rolling basis, finishing each section completely before moving on, while effectively utilizing the entire handed-over site.

The Minister requested the project owner to regularly update the progress of each section and item, submitting weekly written reports to the Ministry of Construction for monitoring and guidance. Any contractor delaying progress will be held accountable, and if necessary, placed on a nationwide notification list.

For difficulties and obstacles beyond local authority, units must promptly synthesize and report them to the Ministry of Construction for review and resolution, aiming for early project completion to meet travel and freight transport demands and create further impetus for Phu Tho’s socio-economic development.
