On the afternoon of September 16, Chairman of the Provincial People’s Committee, Tran Duy Dong, chaired a meeting to hear reports from the Industrial Zones Management Board on the progress of resolving issues related to investment procedures and adjustments for the Investment and Infrastructure Development Project of the Thuy Van Industrial Zone and the zoning plans for new industrial zones.

At the meeting, the Industrial Zones Management Board reported on the progress of zoning plans for 10 new industrial zones. Regarding Thuy Van Industrial Zone, which is being developed by the Infrastructure and Service Development Center of the Provincial Industrial Zones Management Board, it was approved by the Prime Minister in 2022 with a scale of 335 hectares, divided into 4 phases. So far, 306 hectares have been filled.
Currently, there are issues related to the preparation and evaluation of the Environmental Impact Assessment (EIA) report and investment procedures for the 29-hectare expansion of Phase IV of the industrial zone.
As for the zoning plans for the 10 new industrial zones, the Industrial Zones Management Board is currently seeking feedback from the members of the zoning planning evaluation council for Thanh Ba and Doan Hung industrial zones. Six industrial zones, including Lap Thach 1, Lap Thach 2, Yen Lac, Binh Xuyen – Yen Lac 1, Binh Xuyen – Yen Lac 2, and Thai Hoa – Lien Son – Lien Hoa Area 1, have already completed the procedures for selecting consulting firms to prepare zoning plans and conduct terrain surveys. The zoning plans for Thanh Cao and Lac Thinh industrial zones are expected to be presented for approval by November 15, 2025, at the latest.
Concluding the meeting, Chairman Tran Duy Dong emphasized that the preparation and approval of zoning plans for industrial zones are crucial for attracting investment and contributing to socio-economic development. To accelerate the implementation of these tasks, the Industrial Zones Management Board must be proactive and flexible in carrying out its responsibilities. Regarding the zoning plan for Thanh Ba Industrial Zone, the file must be completed for approval by September 30. For Doan Hung Industrial Zone, the zoning plan must be approved by September 20, and the investment policy should be approved before October 3. For the remaining six industrial zone plans (Lap Thach 1, Lap Thach 2, Yen Lac, Binh Xuyen – Yen Lac 1, Binh Xuyen – Yen Lac 2, and Thai Hoa – Lien Son – Lien Hoa Area 1), the documents must be finalized for approval by November 15.
For the Thuy Van Industrial Zone, the departments of Agriculture and Rural Development, Environment, Construction, and Finance are tasked with supporting and coordinating with the Industrial Zones Management Board in the process of assessing the EIA report with the Ministry of Agriculture and Rural Development and finalizing the documents, including obtaining approval for fire safety (PCCC). The People’s Committees of Nong Trang Ward and Hy Cuong Commune must continue to cooperate to complete the compensation and land clearance for the remaining project area. The Industrial Zones Management Board should review the maximum wastewater capacity of secondary investors in Thuy Van Industrial Zone to calculate the investment plan for expanding the wastewater treatment system to meet the production expansion needs of enterprises and adjust the expansion of Phase IV of the industrial zone.
To enhance investment attraction to the province, Chairman Tran Duy Dong instructed the Industrial Zones Management Board to review the existing industrial zones, especially the 9 zones that have been approved for investment but have not yet been implemented. A report on the progress of these zones must be submitted to the Chairman of the Provincial People’s Committee by September 25, 2025. The province will decisively revoke investment licenses for industrial zone projects that have been delayed or not implemented by the investors.
