On the afternoon of October 16, Mr. Vu Viet Van – Vice Chairman of the Phu Tho Provincial People’s Committee chaired a meeting to review the Department of Construction’s appraisal report on the partial adjustment of 12 subdivision plans under the Vinh Phuc Urban Master Plan.According to the Department of Construction, the 12 subdivision plans subject to partial adjustment under the Vinh Phuc Urban Master Plan—coded A1, A2, A3, A4, A5, B2, B3, B4, C2, C4, D1, and D2 which are all located within the area of the former Vinh Phuc province.

The purpose of these adjustments is to concretize the orientations outlined in higher-level planning documents and to ensure consistency and synchronization among different levels of planning.
These adjustments serve as a foundation for the development of detailed plans and for attracting investment projects. The adjustments focus on facilitating projects related to manufacturing, trade and services, social housing, and green spaces—key drivers of socio-economic development that serve community interests.
Notably, the partial adjustment of these subdivision plans will help address obstacles faced by several investment projects that have been approved in principle but remain inconsistent with existing subdivision plans.
Reports by the consulting unit on each specific subdivision plan indicate that the adjustments maintain the original nature, functions, boundaries, population scale, and major planning solutions of the existing plans. The modifications focus solely on aspects necessary to attract essential investment projects and meet local socio-economic management and development needs.
In conclusion, the Vice Chairman of the Phu Tho Provincial People’s Committee emphasized the urgency of partially adjusting the subdivision plans, given that several elements in higher-level plans have changed following the administrative boundary reorganization.He requested that the consulting unit review and update orientations, and concretize the planning of industrial clusters, high-tech agricultural zones, and trade-service areas as identified in higher-level plans. The unit was also instructed to supplement and specify the locations and boundaries of social housing zones to provide a basis for implementing social housing projects in line with the central and provincial housing development policies.
Additionally, the partial adjustment should include revisions to the land-use structure surrounding the proposed Vinh Yen Station area along the Lao Cai – Hanoi – Hai Phong railway corridor, following the Transit-Oriented Development (TOD) model in subdivisions A4 and B2, to create land reserves for auction to support socio-economic development.
Based on feedback from delegates regarding the 12 plans, the Department of Construction will consolidate and review each plan, seek opinions from local communes and wards, and complete the necessary procedures for submission to the Provincial People’s Committee.
