The Hoa Binh – Moc Chau Expressway project is entering a pivotal phase. Identifying site clearance as the “key” to construction speed, the investor and local authorities are focusing on resolving bottlenecks and mobilizing the entire political system with the goal of completing all site clearance work within the fourth quarter of 2025.

According to the Hoa Binh Regional Project Management Board’s report, land clearance for the entire route has reached 97%, equivalent to 32.8/34 km. This creates favorable conditions for the units to simultaneously deploy construction teams along the route. Specifically, in the former Da Bac area, comprising the three communes of Cao Son, Da Bac, and Tien Phong, approximately 20.7/21.75 km have been handed over; and in the Tan Mai commune area, approximately 10 km have been handed over, achieving 99% completion.
Mr. Bui Ngoc Tam, Director of the Hoa Binh Regional Project Management Board, stated: "The former Da Bac area has the longest section and the largest volume of land recovery. The route is basically cleared, though some “interspersed” (checkerboard) locations remain. These are primarily due to issues with compensation prices, inheritance procedures, or households yet to agree on the support and compensation plans. We are coordinating closely with local governments to resolve these hurdles and accelerate construction during the dry season."
In Da Bac commune, most households agree with the compensation plans, have received payments, and are preparing to demolish structures to hand over the sites. Some households, despite not having their plans officially approved, have agreed to grant temporary site access for early construction. Currently, 7 households still contest the approved unit prices for certain land types.
Mr. Dao Duc Kien, Vice Chairman of the Da Bac Commune People’s Committee, noted: "The commune is continuing its communication, dialogue, and explanation of State policies. We emphasize the economic value the expressway brings to the local people—the direct beneficiaries—to gain their full support."
In Cao Son commune, the People’s Committee periodically organizes dialogues between the investor, the Hoa Binh Regional Land Fund Development Center, and residents regarding compensation plans, land area, and land types to expedite the process.
Tan Mai commune is also rushing to complete its tasks, having handed over 10 out of 10.15 km. The remaining 5.2 hectares include the critical area for Pier P9 of the Hoa Son Bridge. The commune is reviewing compensation dossiers for the remaining households and resolving minor issues for those who have already agreed to the clearance plans.
To date, four major bidding packages with more than 20 construction fronts are underway, with an output value of approximately 716.5 out of 8,332 billion VND. Simultaneously, the relocation of power lines, water pipes, and telecommunication cables is being carried out.
Mr. Bui Ngoc Tam affirmed: "Site clearance and the relocation of technical infrastructure are the decisive factors. Once the route is fully cleared, contractors can concentrate all machinery and equipment to maximize progress. Therefore, we are determined to complete 100% of the site clearance work within the fourth quarter of 2025."
