The Fourth Industrial Revolution marks a remarkable development in the use of data and technology in social life activities. The digital economy is not only a trend but has gradually become the foundation for the development of industries such as industry, agriculture, services, transportation, finance, banking, healthcare, education, etc. The upgrading and completion of digital infrastructure in the province, from telecommunications to data platforms, has created conditions for building a digital economy.
Currently, in the province, the rate of mobile subscribers using smartphones is estimated at 87.5%, and the rate of households with broadband fiber optic cable is estimated at 76.7%. The proportion of e-commerce in total retail sales is 9.7%, the rate of digital economy workers is 4.9%, and the rate of the population aged 15 and over with electronic payment accounts is 73.9%. All levels and sectors have implemented many solutions to encourage start-up businesses to apply technology to create new products and services in industries and fields; consulting on digital transformation, technology application, and digital platform solutions for small and medium enterprises; supporting the installation of business management software, electronic invoices, restaurant management, service accounting, and digital signatures; training on digital transformation for businesses and business households... Technology and telecommunications enterprises (VNPT, Viettel, Mobifone) have directly supported digital transformation for over 200 businesses, contributing to optimizing operations and enhancing capacity and competitive advantages for businesses.

Accompanying provincial enterprises, we have preferential and promotional policies to support enterprises in accessing new technology products and effectively applying them in production and business activities”.
In addition to the development of e-commerce, traditional forms of commerce have also gradually benefited from the benefits brought about by digital transformation and the digital economy, in which the 4.0 market model has been deployed in 13/13 districts, cities, and towns in the province. In the tax sector, the electronic invoice system generated from cash registers has been upgraded and widely deployed, bringing practical benefits to people and businesses; helping to change the management methods and service methods of tax authorities in particular and state management agencies in general towards automation, creating a healthy and equal business environment. In the first 10 months of this year, the number of businesses registering to use electronic invoices with tax authority codes generated from cash registers was 774 units, and the number of invoices with tax authority codes generated from cash registers was 611,685 invoices.
Educational institutions have coordinated with banks, credit institutions, and payment intermediaries to unify non-cash payment information forms for tuition fees and educational service revenues. To date, over 80% of tuition fees and other revenues are made by money transfer via accounts and other services such as mobile money, mobile banking, e-wallets, QR codes, etc.
The digital economy is growing, contributing more to growth, especially the digitalization of industries and fields that tends to increase. In the coming time, all levels and sectors of the province will continue to develop digital infrastructure, digital data, and digital enterprises and implement programs and plans to support small and medium enterprises in the area to transform digitally. Promote the application of e-commerce, support enterprises, cooperatives, and households, and participate in e-commerce trading floors to promote the promotion and consumption of agricultural products, characteristics, and potential of the province. Build successful digital transformation models and promote enterprises in the province to participate in digital transformation in production and business activities.
