Decisively Directing and Closely Monitoring Site Clearance Progress for Sun Group Projects

On August 28, Mr. Dinh Cong Su—Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—conducted a field inspection and heard reports on the progress of land clearance for projects across Kim Boi, Dung Tien, and Muong Vang communes.

Joining the working delegation were leaders representing various departments and sectors: Agriculture and Environment, Finance, Construction, Industry and Trade, the Provincial Police, the Power Company, the Hoa Binh Regional Land Fund Development Center, and the Office of the Provincial People’s Committee.

During the working program, the delegation inspected three projects invested by Sun Group: the Quy Hoa New Rural Residential Area, Resettlement Infrastructure, and Housing Project in Muong Vang commune; the Resettlement Area Project in Kim Boi commune; and the Cuoi Ha New Rural Residential Area Project (now in Dung Tien commune). Concurrently, the delegation heard progress reports on 15 projects across the communes.

According to a report from the Department of Agriculture and Environment, site clearance efforts in local areas have shown positive progress in declaration, inventory, scheme approval, and dossier completion. However, the progress of several projects still falls short of requirements due to entanglements involving land origin verification, residential land, graves, resettlement, technical infrastructure, and lack of consensus among a segment of residents.

In Kim Boi commune, the Cuoi Ha Eco-Urban Complex, High-End Entertainment, and Cable Car System Project requires 109.5 hectares of land clearance. To date, the locality has basically completed compensation, support, and clearance for approximately 102.77 hectares of agricultural land; 58.66 hectares have been handed over, and 32.89 hectares are eligible for handover. Dossiers for the remaining area are being finalized and land origins verified.

Regarding the Kim Boi Commune Resettlement Area Project, site clearance is essentially complete, but 19 graves belonging to three households remain entangled as they have not yet agreed to inventory counting. Technical infrastructure for Coc Lam Village Cemetery and the Coc Lam Village Cultural House has been handed over for groundbreaking. The relocation of the 35kV power line has also been accelerated, with 75 households receiving advance payments to facilitate construction.

In Dung Tien commune, site clearance for the Cuoi Ha Eco-Urban Complex, High-End Entertainment, and Cable Car System Project continues to receive focused direction. To date, the commune has completed land declarations and registrations for 950 out of 964 land parcels belonging to 305 out of 318 households. The locality has issued land acquisition notices and is reviewing and verifying dossiers, striving to complete land clearance prior to November 1, 2026.

To date, site clearance for the Kim Boi Commune Resettlement Area Project is essentially complete.

Regarding the Cuoi Ha New Rural Residential Area Project (former Cuoi Ha commune), the total site clearance area is 53.16 hectares. As of August 26, 43.09 out of 45.16 hectares of agricultural land belonging to 367 out of 460 households have been inventoried. However, the 8-hectare residential land portion has not yielded inventory results; the project is assessed as likely to fall behind its completion deadline of September 30, 2026.

In Muong Vang commune, the Quy Hoa New Rural Residential Area, Resettlement Infrastructure, and Housing Project has achieved 100% land clearance for 31.91 hectares of agricultural land and is finalizing dossiers for Phase 2 land allocation. For the Ho Kha Project, the site clearance area spans 85.22 hectares, affecting 130 households. As of August 26, inventory and compensation/support plans have been compiled for 109 households, with compensation plans publicly posted.

The Doi Thung Project involves 186.36 hectares of acquired land, impacting 203 households. Although the entire area has been surveyed, only 20 out of 203 households have consented to inventory counting and agreed with the resettlement plan. Regarding the Kim Boi – Lac Son cable car line, two pylon locations in Muong Vang commune have yet to finalize compensation and site clearance agreements with residents.

Concluding the working session, Vice Chairman of the Provincial People’s Committee Dinh Cong Su acknowledged positive shifts in site clearance work while emphasizing that local authorities must treat this as a central task. Agency heads must directly direct and closely follow each project, component task, and progress milestone; timely resolving difficulties and preventing delays caused by subjective reasons or lack of coordination.

For Kim Boi commune, Vice Chairman Dinh Cong Su requested a focused effort to handle entanglements regarding non-agricultural land, land origins, graves, and resettlement areas. Construction on cemeteries, cultural houses, and power line relocations must be carried out in a synchronized manner, building immediately wherever land becomes available.

He requested Dung Tien commune to accelerate declaration, inventory counting, as well as the formulation and approval of compensation plans for the remaining area; focusing on resolving arising issues related to boundary adjustments, verification of land origins, residential land, and structures built on agricultural land, ensuring compliance with set progress milestones.

For Muong Vang commune, he urged the quick completion of dossiers and compensation schemes; stepping up publicity and dialogue to foster public consensus; and urgently finalizing procedures regarding land acquisition, landmark staking, and resettlement.

The Vice Chairman assigned the Department of Agriculture and Environment to continue monitoring, expediting, providing professional guidance, synthesizing weekly progress, and advising the Provincial People’s Committee on handling issues exceeding local authority. Relevant departments and sectors were instructed to proactively coordinate, preventing dossiers and procedures under their responsibility from becoming bottlenecks. The investor must proactively secure resources, coordinate closely with local authorities, and prepare full conditions to execute the project as soon as land is handed over.
