The Ha Hoa Commune People’s Committee shall preside over thoroughly reviewing land status and real-world residential zones to propose urban embellishment options—retaining or arranging rational resettlement to guarantee feasibility and quickly stabilize residents' lives.

Alongside thoroughly reviewing and calculating project scales, departments, sectors, agencies, units, local Party committees, and authorities must step up propaganda, strictly managing land status, and resolutely limiting new construction or household split-offs aimed at collecting compensation. Concurrently, conduct on-site reviews of resettlement land fund demands, ensuring transparency and openness while safeguarding residents' legitimate rights.

Regarding mechanism and procedural difficulties exceeding authority, sectors and localities must promptly report to competent levels to reach unified policies, creating a safe and effective legal corridor to decisively execute the project successfully.
