Adjusting the General Planning for Hoa Binh Lake National Tourist Area

On the morning of September 29, Comrade Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee — chaired a conference to hear a report on adjusting the general planning of the Hoa Binh Lake National Tourist Area through 2035, with a vision toward 2050.

The project to adjust the general planning of the Hoa Binh Lake National Tourist Area through 2035, with a vision toward 2050, covers a portion of the administrative boundaries across 10 communes and wards: Hoa Binh, Thong Nhat, Tan Hoa, Da Bac, Cao Son, Tien Phong, Quy Duc, Tan Mai, Muong Hoa, and Thung Nai, spanning an area of 52,200 hectares.

The goal of the planning is to build and develop the Hoa Binh Lake National Tourist Area into one of the drivers of national tourism development; striving to have the Hoa Binh Lake Tourist Area recognized as a National Tourist Area by 2030. Looking toward 2050, the area aims to become a green, smart, sustainable tourism center with a distinct identity, competitive with major lake, eco-tourism, and resort destinations across Northern Vietnam, while simultaneously protecting landscapes, water resources, forests, islands, and the lake reservoir ecosystem.

Delivering directive remarks at the conference, Chairman of the Provincial People’s Committee Tran Duy Dong requested the Department of Construction to coordinate with relevant departments, sectors, communes, and wards within the planning zone, alongside consulting units, to continue reviewing and finalizing the plan based on feedback.

The planning document must clearly outline new features compared to previous master plans, ensuring alignment with administrative boundary adjustments and new development requirements of the Hoa Binh Lake National Tourist Area.

Specifically, it must clarify the rationale behind spatial organization under a model of 1 main tourism center and 4 growth engine centers, orienting the development of zones linked to connecting transportation systems, functional zoning, land use, and the protection of forests, landscapes, and the environment in the area.

Emphasizing its stature as a key National Tourist Area, the Chairman noted that the planning vision must target high-quality, focused, and selective tourism development—creating architectural highlights and growth poles strong enough to attract major investors.

The selection of investment projects must prioritize investor quality, experience, and capability, especially for projects capable of creating unique tourism products, elevating added value, and boosting destination competitiveness.

In addition to tourism development, the plan must calculate synchronized infrastructure, ensuring convenient connectivity with the province’s main tourism hubs and between sub-regions, while remaining harmonious with requirements for forest protection, lake landscape preservation, and local livelihood stability.

Also at the conference, Chairman Tran Duy Dong heard reports and gave directing instructions regarding the implementation status of private investment projects within the Hoa Binh Lake National Tourist Area.
