Developing sustainable urban to create momentum for attracting investment

On the afternoon of December 22nd, Mr. Tran Duy Dong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee – listened to a report from the Department of Construction on several aspects of planning schemes for sectors and fields in the province, integrated into the revised Phu Tho Provincial Planning for the period 2021-2030, with a vision to 2050.

According to the report from the Department of Construction, before the merger, the entire province had 58 urban areas evenly distributed across the three former provinces. After the administrative reorganization, Phu Tho province now has only 15 urban areas (only counting wards as urban areas); the urbanization target for the entire province in 2025 has been recalculated and reduced from 33% to 17.7% (a decrease of 15.3%).

Based on the revised National Master Plan for the period 2021-2030, with a vision to 2050, and the Draft Resolution of the Standing Committee of the National Assembly on urban classification; the Resolution of the First Congress of the Phu Tho Provincial Party Committee, term 2025-2030... and in agreement with the Planning and Architecture Department - Ministry of Construction, by 2030, Phu Tho province will have 4 Type II urban areas, including: Viet Tri (Viet Tri, Thanh Mieu, Van Phu, Hy Cuong, Nong Trang, Song Lo, Tien Lu, Son Dong); Vinh Yen urban area (Vinh Yen, Vinh Phuc, Binh Xuyen, Hoi Thinh, Yen Lac, Te Lo, Xuan Lang); Phuc Yen urban area (Phuc Yen, Xuan Hoa, Binh Tuyen, Binh Nguyen); Hoa Binh urban area (Hoa Binh, Ky Son, Thinh Minh, Thong Nhat, Tan Hoa); 10 Type III urban areas; and an urbanization rate of 38.4%.

After 2030, to 2035 and before 2045: Continue to maintain and develop 4 Type II urban areas from the period up to 2030, while upgrading and expanding 4 new Type II urban areas (Phu Tho expansion; Thanh Thuy expansion; Vinh Tuong expansion; Luong Son expansion); 19 Type III urban areas with an urbanization rate of approximately 56.3%. According to this planning orientation, by 2045: Achieve Type I urban area status for the entire province, gradually becoming a centrally-governed city.

Regarding the planning of housing and tourism projects, the Chairman of the Provincial People’s Committee directed a thorough review of the list of urban areas and golf course and resort projects, especially those projects included in the housing program and plan of the three provinces before the merger. The review must ensure compliance with the approved General Plan and zoning plan; Priority will be given to projects with advantageous locations adjacent to major transportation routes, situated within planned urban areas, possessing high commercial value, connecting to existing tourist centers, residential areas, and urban centers, and already attracting investor interest and proposals.

The Chairman noted that the allocation of residential land within tourist areas must ensure feasibility and sustainability, selecting investors with genuine capacity for long-term development. Furthermore, the Department of Construction is tasked with coordinating closely with local authorities to finalize dossiers, ensuring consistency and synchronization across the entire provincial planning adjustment.

During the session, Chairman Tran Duy Dong also provided guidance on resolving bottlenecks for the Tien Cat Urban Housing Project in Thanh Mieu Ward.
