On the afternoon of March 11, Mr. Nguyen Huy Ngoc – Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – chaired a conference to hear reports from various departments and sectors regarding key tasks and priority programs for 2026.

At the meeting, the Department of Science and Technology reported on the implementation of the sector’s focal tasks and key work programs for 2026.

The Department has provided strategic advisory and directed the implementation of targets and missions concerning science, technology, innovation, and digital transformation. These efforts align with the Resolution of the Provincial Party Congress for the 2026–2030 tenure, the Action Program of the Provincial Party Committee, and the specific plans set forth by the Provincial People’s Committee.

To date, the unit has effectively implemented 51 transitional science and technology tasks, with a total budget of 17.4 billion VND allocated for 2026. The department has also conducted technological appraisals and provided expert opinions for 22 investment projects; participated in inspection teams and appraisal councils for environmental licensing and Environmental Impact Assessments (EIA) for 19 projects; and issued 3 certificates for the registration of extensions, amendments, or supplements to technology transfer agreements.

Furthermore, the unit has maintained the effective operation of the Online Technology and Equipment Exchange (VPTEX). As of March 2026, the platform has recorded 2,285 registered enterprises and over 11,000 external links from the internet searching for products and equipment lines. It also continues to provide consultancy and support for the establishment and protection of industrial property rights for 13 key and advantageous local products, including the province’s OCOP products.

Concluding this session, Vice Chairman of the Provincial People’s Committee Nguyen Huy Ngoc acknowledged the Department of Science and Technology for its proactiveness in implementing and advising on tasks according to the working program. Emphasizing that the sector’s workload from now until the end of the year is substantial—excluding additional tasks requested by the Central Government and the Provincial Party Committee—Vice Chairman Nguyen Huy Ngoc requested the Department to review the progress of each task and concentrate resources to ensure on-time completion, minimizing any delays or postponements.

Regarding the key targets and tasks for 2026, the Vice Chairman urged the Department to mobilize all resources and actively coordinate with relevant agencies for drastic implementation, ensuring that core targets are met or exceeded. The unit must immediately develop a detailed roadmap with clearly assigned personnel and responsibilities to monitor progress and promptly resolve difficulties at the grassroots level. In its advisory role, the Department needs to proactively review and master the processes and sequences for issuing programs, projects, and plans.

Regarding public investment projects, the Vice Chairman assigned the Department of Science and Technology to urgently review and finalize project dossiers. Simultaneously, the department must coordinate closely with the Department of Finance and related units to reach a consensus on capital plans, providing early advice on investment policy proposals for the Provincial People’s Committee and competent authorities to consider and decide in accordance with the Law on Public Investment.

Also during the program, Vice Chairman of the Provincial People’s Committee Nguyen Huy Ngoc listened to reports from departments and agencies on the progress of implementing breakthrough tasks for digital transformation in Phu Tho province in 2026 and the 2026-2030 period, including: Standardizing Public Administrative Service Centers at all levels according to the “one-stop shop” model; deploying a shared data warehouse software system for the health sector; applying artificial intelligence (AI) in teaching and learning management; building a smart land management and administration database system; building a database system for urban planning and development management in the province until 2030; installing a “button” system connecting the 113 emergency hotline at bank branches and gold, silver, and gemstone businesses; upgrading and modernizing digital infrastructure serving the activities of local governments at two levels in the province; implementing the Provincial Smart Monitoring and Control Center Project; and deploying AI applications in the province’s state agencies. Developing a system for managing individual health records throughout the province; building a smart tourism portal and information system utilizing AI and big data for the province.

At the conference, Vice Chairman of the Provincial People’s Committee Nguyen Huy Ngoc acknowledged and highly commended the efforts of various departments and sectors in executing their respective duties. He emphasized that the 12 tasks registered by these sectors with the Provincial People’s Committee are pivotal breakthroughs in the province’s science and technology field.

He urged all sectors to be even more proactive in implementing their tasks to ensure completion at the earliest possible date. During the execution process, it is essential to strengthen coordination, conduct regular reviews, and develop plans with specific timelines. Furthermore, continuous inspection and supervision are mandatory, particularly for those tasks committed to completion within 2026.
