Vice Chairman of Provincial People’s Committee Inspects Progress of Parallel Road Project to Hanoi - Lao Cai Railway

On the afternoon of March 10, Mr. Nguyen Khac Hieu – Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – conducted a field inspection and held a working session regarding compensation, site clearance, and the implementation progress of the Parallel Road Project to the Hanoi - Lao Cai Railway (North and South sections), spanning from the Hop Thinh - Dao Tu road to the extended DT.304 road.

The project has a total investment of 570 billion VND, covering a length of approximately 8km, with a scheduled completion date by the end of 2026. Out of the 29.8 hectares required for land recovery, 9.3 hectares have been cleared and handed over to the investor. The remaining 20.5 hectares are currently undergoing compensation and site clearance by the Vinh Phuc Regional Land Fund Development Center.

Specifically, compensation has been paid for 12.3 hectares, but the site remains non-contiguous as only land compensation has been finalized, while assets on the land await further settlement. Regarding construction, the Northern route has completed the relocation of 4.4km of railway signal lines and asphalted 1.3km. The Southern route has relocated 17 medium-voltage power poles and asphalted 0.8km. Most construction work was carried out in 2024; however, progress in 2025 was largely stagnant due to a lack of available site.

According to the investor, although an additional 10 hectares were secured in 2025, the fragmented nature of the area and lack of access routes have hindered operations. Currently, only a 300-meter section (0.6 hectares) at the start of the DT.309 road is viable for construction. To date, the project’s disbursement value has reached over 272 billion VND, with a completed production value of 189.1 billion VND. For 2026, over 230 billion VND has been allocated for the capital plan.

At the meeting, local leaders and department heads reported several bottlenecks, primarily related to land origin verification, asset compensation, relocation of structures and graves, and a shortage of filling soil.

Concluding the session, Vice Chairman Nguyen Khac Hieu urged all units to heighten their sense of responsibility and act more decisively. He demanded an urgent and accurate review to resolve all lingering obstacles, particularly regarding site clearance.

"Localities involved must strengthen their coordination with relevant agencies. The Vinh Phuc Regional Project Management Board and the investor are required to establish a specific timeline and commit to a final completion date," the Vice Chairman emphasized. He also directed the Land Fund Development Center to proactively forecast potential issues and propose timely solutions, striving to hand over 100% of the cleared site to the investor by April 30, 2026.
