Drastically Resolving Difficulties and Obstacles to Accelerate the Progress of Transport Projects in Vinh Phuc Area

On the morning of April 1, Mr. Quach Tat Liem – Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – chaired a meeting to hear investors and localities report on the progress of site clearance and construction of several transport projects in the Vinh Phuc area.

At the conference, the Vinh Phuc Regional Project Management Board reported on the implementation progress of three key transport projects:

National Highway 2 Expansion (Vinh Yen - Viet Tri section): This site clearance sub-project has a total investment of over 556.3 billion VND, implemented from 2024 to 2027. Approximately 1,223 households are affected, with a recovery area of about 22.46 hectares. To date, Te Lo and Vinh Thanh communes have achieved nearly 98% site clearance. However, Vinh An and Vinh Hung communes still face difficulties in identifying land origins, assets on land, land overlaps, and implementing resettlement and relocation of technical infrastructure.

Capital Region Connection Infrastructure Project: This includes Ring Road 5 of the Capital Region and the section along the foot of Tam Dao mountain (connecting Ring Road 5 with National Highway 2B to Tay Thien, toward National Highway 2C and Tuyen Quang). The project has a total investment of 1,800 billion VND and a length of 26.7km. Since its commencement in February 2022, 1,028 billion VND has been disbursed (65.5%). Site clearance has reached 60% (about 15/25km). Remaining areas are stalled due to issues with land origins, forestry land, material sources, waste disposal sites, and infrastructure relocation procedures.

Route from DT.310B to Route D3 (Thanh Lanh village, Trung My commune): This sub-project (Component 1 - Site Clearance) has an investment of 108.9 billion VND, a length of 6.5km, and an occupied area of 19.17 hectares. Currently, specialized agencies have identified owners for 18.1 hectares. It is expected that land origin verification will be completed in May-June 2026, with compensation plans and site handover scheduled for the second half of 2026.

Concluding the meeting, Vice Chairman Quach Tat Liem emphasized that completing site clearance is vital to accelerating key transport projects, increasing public investment disbursement, and driving socio-economic development to achieve double-digit growth targets.

The Vice Chairman requested local authorities to mobilize the entire political system, assign clear responsibilities, and step up communication to gain public consensus. He assigned the Department of Agriculture and Environment to lead and coordinate with relevant departments to provide specific guidance on compensation value determination for technical infrastructure. For persistent obstacles, units must compile reports for the Provincial People’s Committee to provide timely directions, ensuring “clean sites” are handed over to construction units on schedule.
