Land clearance (GPMB) is one of the top priorities that determine the implementation progress of constructions and projects. Recognizing this, Cam Khe District has been focusing on directing the land clearance process for projects involving land use in the area.
In 2024, Cam Khe District is carrying out land clearance for numerous key provincial and district-level projects, identifying 19 priority projects, including two major provincial projects and six key district projects. In addition to these, the district is also reclaiming and handing over land for multiple projects to support local socio-economic development, as well as nine infrastructure projects aimed at auctioning land use rights.
With a significant workload, large-scale land reclamation, and direct impact on many households, organizations, and communities across almost all communes and towns, the district has taken a proactive and comprehensive approach from the beginning of 2024 to address bottlenecks in the land clearance process. Cam Khe has developed and issued an annual land clearance plan, assigning specific responsibilities to relevant departments, agencies, communes, and towns. Additionally, the district has reviewed and prioritized projects requiring land clearance and developed a detailed implementation plan. Monthly meetings are held with local authorities and relevant units to monitor progress, provide timely guidance, and address emerging challenges in land clearance for projects.
The Key Investment Project for Infrastructure Development and Business Operations in Cam Khe Industrial Park is considered a crucial initiative to attract investment, create jobs, and serve as a catalyst for local socio-economic growth. However, the project covers a large total planned area of 450 hectares, consisting of two components: the Road Connecting National Highway 32C to the Industrial Park and the Drainage Pump Station (covering 22.7 hectares), and the Investment in Industrial Park Infrastructure (427.3 hectares).
To meet the project timeline and ensure land clearance and handover to investors, Cam Khe has implemented comprehensive measures. However, the land clearance process has encountered numerous challenges, including some households and individuals refusing to cooperate in inspections, surveys, or receiving compensation, support, and resettlement payments. Additionally, inaccurate land ownership verification from previous phases has complicated compensation calculations, requiring extensive time for document reviews. The substantial workload, prolonged land clearance process, and frequent changes in legal policies related to compensation, support, and resettlement have further hindered project implementation.
Mr. Nguyen Anh Tuan, Director of the District Land Development Center, stated: “To resolve difficulties in land clearance, we adhere to the principle of ensuring legality, decisiveness, and balancing the legitimate interests of all stakeholders. The district has instructed the Compensation, Support, and Resettlement Council, along with relevant departments and localities, to intensify awareness campaigns, encouraging organizations, households, and individuals to comply with state land acquisition decisions for project implementation. So far, over 350 hectares have been cleared, and 140 hectares have been approved for land-use conversion and handed over to investors. Regarding resettlement areas, land clearance for all five resettlement zones has been completed, with over 250 households and individuals receiving allocated land.”
The resolute involvement of the entire political system has significantly contributed to the progress of land clearance for the infrastructure development and business investment project in Cam Khe Industrial Park, as well as other projects across the district. Cam Khe has completed or nearly completed land clearance for several key projects, including the construction of branch roads connecting the main route to Cam Khe Industrial Park under the Inter-Regional Traffic Road Project, linking the Ho Chi Minh Road with National Highways 70B and 32C from Phu Tho Province to Yen Bai Province. Additionally, projects such as the repair and upgrade of the drainage system and roadside reinforcement from Km 43+200 to Km 44+500, extending from Cam Khe Town to the IC10 interchange on the Noi Bai – Lao Cai Expressway, have also been successfully advanced. Other projects and infrastructure works are being actively directed by the district, ensuring land clearance follows proper procedures, maximizing efficiency, and meeting implementation deadlines.
