On the morning of October 31, Mr. Tran Duy Dong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee – together with the Vice Chairmen of the Provincial People’s Committee, chaired a conference to hear reports from the Department of Finance and related departments and sectors on the progress and proposed adjustments to the provincial planning for the 2021–2030 period, with a vision to 2050.

Chairman of the Provincial People’s Committee Tran Duy Dong delivered the concluding remarks at the conference.

Following the directions of the Prime Minister, the Provincial Party Committee, and the Provincial People’s Committee, the Department of Finance has advised and submitted to the Provincial People’s Committee documents related to the adjustment of the provincial planning. The Department has taken the lead in developing and appraising cost estimates for the adjustment of the Phu Tho Provincial Planning for the 2021–2030 period, with a vision to 2050, and has submitted them for approval. The bidding process and the announcement of the selected contractor are expected to be completed before November 20, 2025. Departments, agencies, and local authorities have established task forces to carry out the planning adjustments under the direction of the Chairman of the Provincial People’s Committee. They are also working with the Department of Finance to review and assess the implementation results of the current provincial planning and to provide updated information and proposals for adjustments in line with the new administrative boundaries and their respective sectors.

The proposed adjustments to the provincial planning for 2021–2030, with a vision to 2050, focus on seven key orientations: Spatial development zoning; Industrial development; Tourism development; Agricultural development; Cultural and social development; Concentrated solid waste treatment areas; Land use planning.

During the conference, representatives from various departments and sectors presented progress reports, assessed the current status, and proposed sector-specific adjustment plans, while providing detailed feedback on planning revisions within their areas of responsibility.

In his concluding remarks, Chairman Tran Duy Dong emphasized that the planning and adjustment of the provincial master plan serve as a crucial legal basis and a strategic foundation to guide investment attraction and socioeconomic development in the new spatial and developmental context of the newly formed Phu Tho Province.

He requested that all departments and sectors closely coordinate to review and evaluate the planning outcomes of the three former provinces. Components that remain relevant should be inherited to ensure consistency with land-use and infrastructure development plans. The revised master plan must align with the national and regional planning frameworks while maximizing the potential, strengths, and comparative advantages of the three former regions — Phu Tho, Hoa Binh, and Vinh Phuc. It should also incorporate new orientations, dynamic growth zones, and emerging economic corridors as identified in the first Provincial Party Congress. Overlapping or competing contents must be carefully reviewed and adjusted for coherence.

Chairman Tran Duy Dong assigned departments and sectors to establish task forces, each led by a department director, to conduct comprehensive assessments and propose planning directions based on regional linkage approaches. Evaluation reports are to be submitted to the Department of Finance for consolidation before November 4. The Department of Finance will then finalize the selection of a reputable planning consultancy to ensure the provincial plan integrates key economic corridors connected to Hanoi, major industrial belts, urban zones, spiritual and cultural routes, agricultural value chains, and multi-purpose irrigation works.
