On the morning of January 20, Mr. Vu Viet Van – Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee (PPC) – chaired a meeting to hear a detailed report from the Department of Construction on the Socio-Economic Infrastructure Development Scheme for Phu Tho Province, 2026-2030.

The Scheme encompasses the entire administrative boundary of the newly merged Phu Tho province, covering a total area of 9,361.38 km2. The scope of research includes technical infrastructure systems for transportation, energy, lighting, telecommunications, parks, greenery, and wastewater treatment.
Regarding decentralization and coordination mechanisms, the scheme will implement a framework for investment, management, and operation between the provincial and commune levels. This is based on the principle of "clear tasks, clear people, clear authority, and clear responsibility." A coordination regulation will be established among provincial departments and communes/wards for the planning, appraisal, approval, and implementation of infrastructure projects.
For resource mobilization and capital allocation, the scheme aims to maximize resources from the private sector, FDI, credit, ODA, and Public-Private Partnerships (PPP). The methodology for allocating public investment capital will be reformed toward concentration and focus on key projects, avoiding scattered investments.
During implementation, advanced technological solutions will be synchronously applied to surveying, design, construction, and infrastructure management. This includes building a shared digital infrastructure platform for the entire province and developing smart city applications to serve citizens and businesses.
At the conference, delegates contributed enthusiastic feedback regarding the naming and content of the scheme to avoid overlap with other provincial planning projects. They emphasized creating highlights and distinct features, particularly in the development of transport, education, and healthcare infrastructure, to increase the scheme’s persuasiveness and feasibility.
In his directive speech, Vice Chairman Vu Viet Van requested the Department of Construction to synthesize and absorb the delegates' comments for appropriate adjustments and supplements.
The Vice Chairman urged provincial departments to continue their research and support the Department of Construction in finalizing the scheme. He emphasized that the scheme must ensure modernity, intelligence, and sustainability, aligning with the two-level local government model. The goal is to transform Phu Tho into a center for industrial development, trade, logistics, tourism, and a major cultural festival hub associated with the nation’s ancestral roots.
