Green growth is a sustainable economic development method focusing on reducing carbon emissions, saving resources, and protecting the environment to achieve economic goals while preserving ecosystems. It is considered an inevitable foundation for sustainable development, addressing the challenges of environmental degradation and climate change. Steadfast in the path of development without trading the environment for growth, Phu Tho province is step-by-step realizing its green and sustainable growth goals by transitioning its growth model toward a circular economy and green industry. This approach harmonizes economic development, environmental protection, and the improvement of people’s quality of life, creating a modern, sustainable, and identity-rich development model.

Green Economy - A Strategic Pillar
With a strategic vision and a methodical approach, Phu Tho clearly identifies three growth pillars: Green Economy, Digital Transformation, and Innovation. Among them, the green economy plays a consistent role as the foundation for restructuring the growth model toward sustainability, environmental friendliness, and climate change adaptation.
The province prioritizes attracting high-tech industrial projects, supporting industries, and eco-friendly manufacturing sectors while resolutely limiting industries with high pollution risks. This is a significant shift from “broad-based growth” to “green growth,” focusing on quality, efficiency, and sustainability.
Green Industry: A Growth Driver Coupled with Environmental Protection. In 2025, the industrial sector continued to drive the province’s growth, accounting for 55.4% of the economic structure with a growth rate of 15.4%. To “greenify” this sector, the province requires industrial parks to dedicate at least 10% of their area to greenery and water surfaces while encouraging wastewater recycling and rooftop solar power. By 2045, the province aims for over 80% of industrial parks to transition to eco-high-tech models.
In parallel, Phu Tho promotes ecological, organic, and circular agriculture. The goal for 2045 is for 70% of agricultural production areas to apply circular and low-carbon models, serving as a foundation for rural economic development and modernizing the New Rural Development program.
The province also focuses on protecting and developing forests—the “green lungs” of the region. With a total forest area of nearly 500,000 hectares, Phu Tho owns a vast “green belt” spanning from Tam Dao to Mai Chau. The target is to maintain a forest coverage rate of over 55%, providing a “natural shield” against climate change and a sustainable material source for the wood processing industry.
Phu Tho emphasizes improving people’s quality of life as a vital metric of sustainable development. Programs for sustainable urban and rural environmental management, including waste sorting at source and waste-to-energy plants, are being implemented synchronously to form a circular economy value chain.
During Earth Hour 2026 (March 28, 2026), Phu Tho Electricity Company successfully saved 25,120 kWh. With the message “Green Innovation – Green Future,” the unit promoted energy efficiency and innovation, attracting widespread participation from employees and the community.

Toward a Strong Commitment to the Future
Phu Tho has established a strategic goal to achieve Net Zero emissions by 2045 — a move that demonstrates long-term vision and environmental responsibility. To realize this objective, the province has set a series of specific targets: increasing forest coverage to over 55%; ensuring renewable energy accounts for at least 70% of total energy consumption; transitioning over 80% of industrial parks to eco-high-tech models; achieving 60% zero-emission public transport; reducing plastic waste by approximately 30% by 2030; and planting an additional 50 million trees.
One of the highlights is promoting renewable energy through rooftop solar and clean energy sources. Furthermore, the province is tightening the management of land, water, and mineral resources, ensuring that extraction activities do not negatively impact the environment.
With the foundation built in the 2020-2025 period and a strategic vision for 2025-2030, Phu Tho is step-by-step realizing green growth and enhancing the quality of life through concrete and effective actions, contributing positively to the country’s sustainable development in the new era.
