Groundbreaking Ceremony for IC2 and IC5 Interchanges on the Noi Bai – Lao Cai Expressway

On the morning of December 19th, the groundbreaking ceremony for the construction of IC2 and IC5 interchanges on the Noi Bai - Lao Cai Expressway took place in Tam Duong commune. This is one of the projects and works celebrating the 14th National Congress of the Communist Party of Vietnam.

The project to build IC2 and IC5 interchanges on the Noi Bai - Lao Cai Expressway was approved by Decision No. 1213/QD-UBND dated June 13, 2025, of the People’s Committee of Vinh Phuc province (before the merger). The project belongs to Group B, a Class I transportation project, with a total investment of over 778 billion VND, managed by the Vinh Phuc Regional Project Management Board, and scheduled for implementation from 2025 to 2028.

Specifically, the IC2 interchange connects Nguyen Tat Thanh Street with the Noi Bai – Lao Cai Expressway at Km8+340 in Phuc Yen Ward. This is a multi-level interchange in the shape of a trumpet, where the main branch (A1) crosses the existing expressway via a newly constructed overpass 184.5m long and 14.5m wide, consisting of 4 spans with Super T beam structure, and has 4 branches (A2, B, C, D) connecting to and from the expressway.

The IC5 interchange connects National Highway 2C with the Noi Bai – Lao Cai Expressway at Km31+340 in Tam Duong Commune. This is also a multi-level interchange in the shape of a trumpet, where the main branch (A1) passes under the existing highway via an existing underpass with a width of 2x(7.5x4.75)m and has 4 connecting branches (A2, B, C, D) to and from the highway.

The project is invested in synchronously with the following items: roads, overpasses, drainage systems, lighting, traffic safety systems, toll stations... aiming to connect the province’s transportation system with the Noi Bai - Lao Cai expressway according to the plan, creating momentum for socio-economic development of Phuc Yen ward and Tam Duong commune in particular, and Phu Tho province in general.

Speaking at the ceremony, Vice Chairman of the Provincial People’s Committee Quach Tat Liem emphasized: "The commencement of these interchanges carries profound significance. It is not only a practical activity to welcome the 14th National Party Congress but also demonstrates the political determination of Phu Tho’s leadership and people in effectively implementing the Provincial Party Congress Resolution for the 2025–2030 term, particularly the breakthrough goal in transport infrastructure development."

The Noi Bai – Lao Cai Expressway is a vital national strategic axis connecting Hanoi with the Northern Midland and Mountainous provinces. It serves as an essential international economic corridor linking the region to the Lao Cai border gate, the Chinese market, and Northern seaports. The route not only reduces travel time and logistics costs but also opens new development spaces.

Currently, the section of the expressway passing through the province has 8 interchanges. The addition of IC2 and IC5 will complete the planned system of 10 interchanges, strengthening the connection between local traffic and the expressway, thereby facilitating the development of industrial parks, urban areas, and concentrated production zones.
