Improving the quality of human resources for labor export

Non-commissioned officers and conscripts who have completed their service in the People’s Public Security are consulted and introduced to jobs in foreign labor markets.

With the funding source invested by the state, in recent times, Phu Tho College of Electromechanics has constantly innovated its equipment and teaching programs, meeting the needs of training high-quality human resources suitable for the recruitment needs of enterprises.

The school has organized training in professions that are in high demand by businesses, such as automotive technology, welding, mechanics... Every year, more than 80% of graduates have found jobs at domestic and foreign businesses in the right profession.

Among them, many students majoring in automotive technology have found stable jobs in the Japanese market with high incomes. The school regularly coordinates with the Center for Employment Services-Vocational Education (Department of Labor, Invalids, and Social Affairs) and the People’s Committee of Thanh Ba district to organize job fairs to guide and advise students after graduation to participate in overseas labor exports, attracting dozens of businesses to participate in recruitment with over 1,000 job positions in the following industries: information technology, industrial electricity, accounting, welding, automotive technology, electronics, including many orders to work in the markets of Japan, Korea, Taiwan (China), Australia... From there, opening up many opportunities to find jobs with high income for students after graduation.

Before the COVID-19 outbreak, the whole province sent an average of 2,500–2,700 people to overseas labor exports each year. After a period of stagnation due to the impact of the pandemic, in the first 6 months of 2024, the province’s overseas labor export work has recovered stably and has many positive signals.

According to statistics, since the beginning of the year, the province has sent over 1,430 people to work abroad for a limited period, reaching over 57% of the annual plan (equal to 107% compared to the same period), mainly concentrated in the markets of Japan, Taiwan (China), Malaysia, and South Korea. Of these, unskilled workers account for 63.5%, workers with college or university degrees or higher account for nearly 15.8%, and the rest are trained workers, accounting for nearly 20.7%.

In fact, most foreign employers want to accept trained workers with professional qualifications, skills, and foreign languages. Because these workers have the ability to quickly absorb work, work productively and effectively, and have a better sense of labor discipline and living. Meanwhile, the province’s workers working abroad are mainly unskilled workers, which is also a difficulty for workers who want to participate in markets with high incomes and good working conditions.

Grasping the needs of foreign employers in terms of human resource quality, in recent times, the Department of Labor, Invalids, and Social Affairs has always focused on strengthening the connection between vocational training institutions and enterprises. This is considered an important solution to train skilled, high-level workers that the labor market is in great demand for.

Vocational training institutions in the province currently train more than 200 occupations, including a number of occupations such as automotive technology, welding, metal cutting, electronics, refrigeration and air conditioning engineering, hotel management, civil electricity, etc., attracting many students to participate in studying. After completing the training program, nearly 90% of vocational students have jobs and stable income.

Up to now, vocational training establishments have proactively cooperated and placed orders with enterprises in recruitment, training, and job creation. Most students and graduates are recruited by enterprises or self-employed with a starting salary of 6–8 million VND/month/person, contributing to increasing the rate of trained and vocationally-trained workers to 71.5% to date. The rate of trained workers with degrees and certificates accounts for 30.5%.

Comrade Nguyen Hien Ngoc, Head of the Department of Employment-Labor Safety (Department of Labor, Invalids, and Social Affairs), said: "In order for labor exports to become one of the solutions to promote human resource development in the province, in the coming time, units and localities will strengthen the connection of labor market information and improve the efficiency of job exchanges with a more diverse and abundant number and form of organization. Vocational training institutions should be more proactive in developing training programs. In addition to the framework knowledge, there should be courses that meet the requirements of businesses."
