On June 27, Mr. Nguyen Thanh Hai, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, inspected the progress of implementing the technical infrastructure construction investment project in the Tu Da-An Dao industrial cluster, Phu Gia industrial cluster and research, survey, and zoning planning for Phu Ninh Industrial Park (IP).

Tu Da-An Dao industrial cluster has an area of 61.57 hectares, with Vietnam-Korea Company Limited as the infrastructure investor, with a total investment of VND 345 billion. The investor has completed investment in technical infrastructure on an area of 52 hectares assigned by the Provincial People’s Committee; completed construction and acceptance of the centralized wastewater treatment station; attracted 25 secondary investment enterprises the industrial land occupancy rate reached 87.5%. Currently, land settlement, ownership, declaration, and counting are being carried out to make a compensation plan for the remaining 9.44 hectares of land.

With an area of 38 hectares, Phu Gia Industrial Complex is owned by Phu Gia Investment and Construction Company Limited, with a total investment of VND 118.1 billion. The investor has leveled the site, invested in internal roads, electricity and water lines, built a surface drainage system and attracted five secondary investment projects into operation with a land filling rate that has reached 27%. So far, the district has changed the purpose of assigning 15.65 hectares to the investor. The land area that has been counted and paid compensation to households whose purposes have not been changed is 13.18 hectares; the uncompensated area is 9.17 hectares.
According to assessments by the authorities and actual field inspections, the two above-mentioned industrial clusters are both behind schedule. Besides the fact that there are currently many projects in Phu Ninh district that need land clearance at the same time, it is difficult to arrange staff to carry out compensation and site clearance work at industrial clusters. Furthermore, the staff performing compensation and site clearance has fluctuated, which has affected the progress. Households cause difficulties, do not cooperate, do not agree with the public compensation plan... In some cases of land disputes, inheritance division has not been carried out by family members. Households go abroad or do business far away, so they have not completed the prescribed procedures. Some land plots have not yet been granted land use rights certificates, so residential meetings must be held to get opinions on the origin of the land plot, assets, etc., causing delays. The construction of resettlement area infrastructure in Gia Thanh and Phu Nham communes has not been completed, affecting the progress of compensation and site clearance within the scope of project implementation because resettlement for households has not yet been arranged.
Regarding Phu Ninh Industrial Park, the scale of research and planning is 409.47 hectares in the communes: Gia Thanh, Bao Thanh, Tri District, Ha Giap and Phu Loc. Currently, the Industrial Park Management Board is closely coordinating with relevant departments, branches and localities to implement planning and investment registration steps, striving to complete them in November 2023 and submit them to competent authorities for approval.

Concluding the meeting, Vice Chairman of the Provincial People’s Committee Nguyen Thanh Hai praised and acknowledged that Phu Ninh district has made many efforts in carrying out the task of socio-economic development, especially the development of socio-economic development by launching key projects and building new rural areas. Regarding investment and construction of industrial clusters, it is recommended that the District People’s Committee direct specialized agencies to focus, drastically speed up compensation and site clearance work, and take measures to coerce counting and coercive land recovery for cases of non-compliance to ensure project implementation progress. Regularly review and remove difficulties and problems related to compensation and site clearance for projects that are behind schedule or whose progress is not guaranteed.
Develop a specific plan on compensation and site clearance for industrial clusters; At the same time, drastically direct departments, divisions, specialized units, and People’s Committees of relevant communes during the implementation process; strive to complete compensation, site clearance, and land allocation to investors before December 31, 2024.

Investors building the infrastructure of industrial clusters must proactively and actively coordinate with the District Compensation, Support, and Resettlement Council to carry out the work of declaring, counting and submitting to Phu Ninh District People’s Committee for approval of the compensation plan. Usually, payments are made to households. On that basis, land recovery will be carried out to implement technical infrastructure investment projects in clusters. Vietnam-Korea Co., Ltd. and Phu Gia Investment and Construction Co., Ltd. concentrate resources and carry out the construction of the remaining basic construction items of the industrial cluster, especially the investment in the wastewater treatment system, concentrated waste, internal roads, trees, etc. Along with that, it is necessary to actively attract secondary investors into production and business activities in the cluster, improve land use efficiency, increase state budget revenue and create jobs and income for workers.

Along with focusing on doing a good job of site clearance to implement construction investment and complete industrial clusters, Phu Ninh district needs to strengthen land management and construction order within the scope of construction zoning planning for Phu Ninh Industrial Park, strengthen the work of understanding the area and take measures to prevent and coordinate with relevant agencies to strictly handle cases of violation of construction order and land use management, especially building and expanding structures and planting more trees beyond density regulations for profit. At the same time, it is necessary to flexibly apply policy mechanisms in the direction of creating the most favorable conditions to ensure livelihoods for people giving up land to build industrial parks. The Industrial Park Management Board coordinates closely with the authorities and Phu Ninh district to develop a detailed implementation plan to ensure the provisions of the law and the actual situation and quickly carry out lower investment registration procedures for the industrial park.
The Provincial Industrial Park Management Board, relevant departments and branches and Phu Ninh district continue to strengthen supervision and coordination with production and business enterprises in the Industrial Park in implementing state policies and laws. Guide and manage the use of public services and common facilities in zones and industrial clusters by businesses for the right purposes and to fulfill obligations according to the provisions of the law.
