On February 6, the Provincial People’s Council (PPC) officially opened its review session for the 2021–2026 tenure. The session also aims to deliberate and decide on several key matters within its jurisdiction to support socio-economic development tasks in the upcoming period.

Attending the session were: Comrade Bui Minh Chau - former Member of the Central Committee of the Party, 13th term, Head of the Provincial National Assembly Delegation; Bui Van Quang - Standing Deputy Secretary of the Provincial Party Committee; Bui Thi Minh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee; Bui Huy Vinh - Deputy Secretary of the Provincial Party Committee; Nguyen Manh Son - Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People’s Council, leaders of the Provincial People’s Committee, the Provincial Fatherland Front Committee; National Assembly delegates from the province; heads of departments, agencies, and organizations; and delegates of the 19th term of the Provincial People’s Council.

In his opening remarks, Mr. Bui Duc Hinh, Chairman of the Provincial People’s Council, emphasized: The review session for the 2021–2026 tenure of the Phu Tho Provincial People’s Council is held as the entire country is filled with pride and determination to successfully implement the Resolution of the 14th National Party Congress, while preparing for the elections of the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
The Chairman affirmed: The 2021–2026 tenure took place amidst significant domestic and international fluctuations. From the very beginning, the province faced unprecedented challenges posed by the COVID-19 pandemic. By the end of the term, it successfully implemented major Party guidelines on administrative unit restructuring, provincial merger, and the deployment of the two-level local government model, marking the beginning of a new era of national development.
In this context, under the timely leadership of the Central Government; the comprehensive and decisive leadership and direction of the Provincial Party Committee; the support of the Provincial People’s Council; the close coordination of the Provincial People’s Committee and the Provincial Fatherland Front Committee; and the spirit of solidarity and high determination of the entire political system, the business community, and the people of all ethnic groups in the province, the province’s socio-economic development has achieved considerable growth, with an average GRDP growth rate of 7.9% per year during the 2021-2025 period; per capita income is estimated at 111.4 million VND per year, an increase of nearly 1.57 times compared to the beginning of the term; the economic structure continues to shift in the right direction; and the investment and business environment continues to improve.
Numerous key projects of strategic significance were commenced and completed. Social security was ensured; national defense, security, and social order were maintained; and the landscape of rural, urban, and mountainous areas underwent profound renewal. In these collective achievements, the 2021–2026 Provincial People’s Council made active, vital, and effective contributions.
The operations of the Provincial People’s Council have been constantly innovated, becoming increasingly substantive and efficient, clearly demonstrating its role as the local organ of state power. The Council has promptly considered and decided on many critical issues, creating the political and legal foundation for socio-economic development, ensuring national defense and security, and meeting the requirements of reorganizing development space in the new era.
During the 2021–2026 tenure, the Provincial People’s Council (including the three provinces prior to the merger and the unified Phu Tho province) organized 86 sessions and issued 1,330 resolutions. Particularly, since the merger, with the concerted efforts of the entire political system, the Council has held 8 sessions and issued 136 resolutions. It has successfully completed the amendment, supplementation, and issuance of new legal normative documents related to the organization and operation of local authorities ahead of the legal deadline (regulated to be finished before March 1, 2027). This achievement has positioned the province as one of the earliest localities in the country to complete the standardization and unification of the legal normative document system.
Supervision, questioning, and explanation activities continued to be innovated, focusing on key and pressing issues of public concern. These activities also addressed challenges arising from the organizational restructuring, the streamlining of focal points, and the enhancement of state management efficiency and effectiveness. Voter contact, citizen reception, and the resolution of petitions, complaints, and denunciations were prioritized to ensure the legitimate rights and interests of the People during the transition of the government organizational model.
Based on the Council’s resolutions, the Provincial People’s Committee has been proactive and drastic in its leadership and administration. Closely following the guidelines of the Central Government, the Provincial Party Committee, and the Council’s resolutions, the Committee implemented synchronous solutions for socio-economic development, administrative reform, and organizational restructuring. It also prepared the necessary conditions for the provincial merger and the operation of the two-level local government model.
Executive operations were ensured to be seamless, with no interruptions to state agency activities and no adverse impacts on public life or business production. Administrative discipline and the accountability of headers were strengthened. Provincial judicial agencies fulfilled their assigned functions and tasks effectively, promoting judicial reform and improving the quality of adjudication and procuratorial activities. This contributed to maintaining political stability and social order amidst significant organizational changes.
PPC Chairman Bui Duc Hinh affirmed: This session is a vital milestone of the 2021–2026 tenure, marked by great effort and innovation. It serves as an occasion for a comprehensive evaluation of the Council’s activities over the past term, drawing lessons learned to create a solid foundation for the effective implementation of tasks in the new tenure, while considering and deciding on several important thematic contents.

An overview of the session.
To ensure the session achieves high results, the Chairman of the Provincial People’s Council requested that all delegates uphold their sense of responsibility, wisdom, and democracy. He urged them to engage in frank discussions and contribute pertinent opinions that meet the trust and expectations of the voters and the People within the province.
According to the session’s agenda, the People’s Council will focus on a comprehensive evaluation of the performance of various agencies as regulated. This includes reviewing the tenure summary reports of the Provincial People’s Council and its Standing Committee; and tenure performance reports from the Provincial People’s Committee, the Boards of the People’s Council, the Provincial People’s Court, and the Provincial People’s Procuracy. Additionally, delegates will discuss and are expected to pass four critical resolutions to ensure the continuity of leadership, guidance, and administration, meeting the province’s development requirements in the coming period.
Alongside these deliberations, the Provincial People’s Council will conduct emulation and commendation activities to recognize and express sincere gratitude for the dedicated and responsible contributions of collectives and individuals throughout the past tenure.
