Phu Ninh: Focusing on Administrative Reform

To enhance the quality of management, administration, and public service efficiency of state administrative agencies while driving socio-economic development, the Phu Ninh District Party Executive Committee issued Resolution No. 03-NQ/HU on December 31, 2020, titled “Promoting State Administrative Reform in Phu Ninh District, in the 2021-2025 period” (Resolution No. 03). This resolution represents a key breakthrough that has yielded significant results throughout the term.

Immediately after Resolution No. 03 was issued, Party cells and committees under the District Party Committee organized study sessions to disseminate and implement it among all officials and Party members. The District People’s Committee also briefed and deployed the resolution to department heads, deputy heads, and leaders of district agencies, as well as commune and township chairpersons. Specialized departments, agencies, and local authorities at all levels ensured that all officials, civil servants, public employees, and workers thoroughly understood and implemented the resolution.

Along with that, the District Party Committee and the District People’s Committee have issued numerous directives and guidelines to effectively implement Resolution No. 03. All Party cells, Party committees, agencies, and units under the district have developed both long-term and annual plans to ensure the resolution is carried out in a specific, practical, and locally relevant manner. The District Party Committee and the People’s Committee have also placed strong emphasis on monitoring and supervising the implementation of the resolution.

All communes and towns have designated separate offices for the Reception and Result Delivery Department. In 10 localities—Trung Giap, Phu Loc, Binh Phu, Phu Ninh, An Dao, Phu Nham, Tien Phu, Lien Hoa, Bao Thanh, and Phong Chau Town—a modern one-stop administrative model has been implemented.

The ISO 9001:2015 quality management system has been applied across all state administrative sectors. All administrative procedures (TTHC) are processed at the Reception and Result Delivery Department, from district to grassroots level, utilizing an electronic one-stop software system. The public satisfaction rate with the state administrative apparatus has exceeded 90%.

From January 1, 2021, to October 31, 2024, the district and commune levels processed 68,806 online public service applications, with fully and partially online services accounting for 58.44% of all submissions in the district.

To further enhance the effectiveness of administrative reforms, Mr. Nguyen Quang Vinh, Permanent Deputy Secretary of the District Party Committee, emphasized the need to strengthen the Party’s leadership and mobilize the entire political system in the reform process. Additionally, he highlighted the importance of raising public awareness about administrative reforms, integrating information technology into management and administrative operations, and reviewing administrative procedures to simplify processes, ensure consistency and synchronization, and create greater convenience for individuals and organizations.
