Proposal for Investment Project to Build Discovery Training Hospital

On the afternoon of November 27, Mr. Nguyen Huy Ngoc – Provincial Party Committee Member , Vice Chairman of the Provincial People’s Committee (PPC) chaired a working session to hear reports from leaders of provincial departments, Phu Tho Medical College, and Discovery Group regarding the proposal for the investment project to build the Discovery Training Hospital - Phu Tho University of Medicine and Pharmacy.

According to the proposal from the investor, Discovery Homes Joint Stock Company (a subsidiary of Discovery Group) proposes to build a Training Hospital for Phu Tho Medical College following an advanced, modern model. This will serve as a base for developing Phu Tho Medical College into a University of Medicine and Pharmacy, training high-quality human resources in the healthcare sector. Simultaneously, the training hospital will also serve as a combined facility for medical examination and treatment activities for patients in the province and surrounding areas. The training hospital is planned to have a high-quality medical human resource training capacity of approximately 2,500 students/year and a combined training, examination, and treatment system with a scale of 1,000 beds. The total investment is 4,200 billion VND. The proposed location is in Van Phu Ward.

After listening to the investor, leaders of departments, the investment promotion center, and Van Phu Ward discuss the proposal, Vice Chairman of the PPC Nguyen Huy Ngoc affirmed that: Investing in the construction of healthcare facilities through socialization is one of the policy initiatives encouraged by the State in healthcare legislation. The investment by Discovery Group in building a training hospital is highly consistent with the wishes of the Phu Tho provincial leadership in the roadmap to improve the quality of medical examination and healthcare for the people and to serve as a practical training ground for future students of the Phu Tho University of Medicine and Pharmacy.

Based on a thorough analysis and evaluation of the advantages and difficulties in implementing the project, he suggested that the investor choose a location for the hospital construction that is within the already planned campus of the University of Medicine and Pharmacy, creating a closed complex. In the hospital’s construction design, the existing ecological lake system must be preserved, combining nature harmoniously with healthcare services.

In addition to site selection, specialized agencies must coordinate with the investor to consider and propose to the PPC the appropriate form of investment policy; diversifying investment resources in accordance with the law. Vice Chairman of the PPC Nguyen Huy Ngoc affirmed: Phu Tho Province is committed to creating the most favorable conditions and accompanying the investor before, during, and after the investment to realize this project, aiming to build the training hospital into an international-class medical complex in Phu Tho.
