Local governments and developers must aggressively accelerate land acquisition and ensure that social housing portfolios encounter absolutely no delays. This was the decisive directive issued by Vice Governor Vu Viet Van—Member of the Standing Committee of the Provincial Party Committee—during a comprehensive field inspection on June 11, 2026. The executive audit closely scrutinized the implementation velocity of three key developments in Thinh Minh Commune: the Yen Quang Luxury Eco-Urban Area, the Residential and Community Services Complex, and the Phu Minh Eco-Urban Area.

According to reports from local councils and developers, the Yen Quang Luxury Eco-Urban Project (which includes a dedicated social housing component) spans nearly 89.9 hectares with a total investment capitalization of over 397 billion VND, projected to serve a residential index of 3,000 people. To date, the project has checked off vital legal procedures, including the approval of its feasibility study report, environmental impact assessment (EIA), forest land conversion permits, firefighting design approvals, and technical infrastructure construction permits.

However, site clearance has hit local bottlenecks. While the commune has executed 6 phases of land acquisition covering over 69.3 hectares and handed over 35.87 hectares to the developer with a compensation payout of nearly 15 billion VND, further expansion faces complex plot histories. Multiple parcels have undergone unrecorded successive transfers, and several households refuse to cooperate. Notably, out of the 58,475 square meters designated strictly for social housing, only about 3,200 square meters have been successfully cleared.

The Residential and Community Services Complex, representing a investment of over 666 billion VND across 48.15 hectares, has fundamentally completed its core administrative procedures regarding investments, environmental frameworks, and grid connections. Yet, due to land acquisition standoffs, the developer is forced to restructure its investment policy, requesting an extension of its execution timeline out to the fourth quarter of 2029. Although a recovery plan has been approved to acquire over 45 hectares with an allocated budget of over 21 billion VND, actual compensation disbursements remain stalled, leaving the project’s 40,436 square meter social housing allocation completely untouched.

In contrast, the Phu Minh Eco-Urban Project showcases stronger momentum. With a total capitalization of 1,675 billion VND across 87.34 hectares tailored for 2,700 residents, the developer has successfully completed compensation payouts for 63.3 hectares out of the 77.65 hectares designated in the first acquisition phase—reaching an 82% completion rate with a value of over 80.4 billion VND. Backed by the province’s milestone land allocation and leasing decree issued on June 8, 2026 for nearly 54 hectares, the developer is now finalizing its technical engineering blueprints and resolving remaining forest land conversions to ensure full alignment with master zoning laws.

During the executive debriefing, developers formally petitioned the Provincial People’s Committee to untangle structural barriers. Their concerns centered on verifying the true historical origins of land titles that passed through multiple informal owners, bridging the valuation gap between state-mandated compensation rates and local civilian expectations, and accelerating land surveying to foster local consensus. They also requested expedited workflows for land leasing, forestry conversions, EIAs, and structural adjustments to investment policies.

Responding to these petitions, provincial directors and local chiefs offered immediate administrative clarifications, universally agreeing that site clearance remains the absolute linchpin dictating project success. They pledged to tighten cross-agency coordination to guide developers through legal red tape, paving a smooth path for rapid construction—particularly for the social housing segments.

Concluding the summit, Vice Governor Vu Viet Van emphasized that these three portfolios carry monumental weight in expanding the province’s urban footprint, attracting foreign direct investment, and fueling macroeconomic growth. He expressed deep concern over the lethargic progress of specific segments, particularly land acquisition and the settlement of statutory land-related financial obligations.

The Vice Governor delivered a strict mandate requiring developers to concentrate their financial and human resources, maintain tight liaisons with local working groups, and actively clear hurdles. He uniquely stressed that social housing parcels must be prioritized in strict accordance with approved master plans, and must never be left gridlocked by site clearance friction.

For each specific project, the Vice Chairman of the Provincial People’s Committee requested the investor of the Yen Quang High-End Ecological Urban Area Project to urgently fulfill all financial obligations in accordance with regulations, while closely coordinating with local authorities to address difficulties in site clearance and accelerate the implementation of the social housing land fund as committed.

For the Housing and Community Services Project, the investor was required to promptly allocate financial resources for compensation payments, complete procedures for adjusting the investment policy, and develop a detailed implementation plan following the project’s extension approval.

Regarding the Phu Minh Ecological Urban Area Project, the Vice Chairman acknowledged the efforts made by both the local authorities and the investor in site clearance activities. At the same time, he requested the investor to continue concentrating resources on completing procedures related to environmental protection, land use, and technical design, while carefully reviewing matters concerning forest land-use conversion to ensure full compliance with legal regulations.

At the meeting, the Vice Chairman assigned relevant departments and agencies to strengthen coordination, proactively provide guidance, and assist investors in resolving difficulties. Local authorities were also instructed to intensify communication and public outreach efforts to gain public consensus in project areas.

He emphasized that investors must take a proactive approach and demonstrate stronger commitment in project implementation, avoiding prolonged delays.

The implementation of these projects must be closely associated with sustainable development and social welfare objectives. Investors were urged to pay special attention to the development of social housing land funds in accordance with approved planning, while ensuring the quality and progress of construction works, thereby contributing to the creation of a modern and synchronized urban landscape for the locality in the coming years.
