On July 17, Vu Viet Van, Member of the Standing Board of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, chaired a meeting to review the implementation of the mandatory 20% land allocation for social housing development within urban and residential projects in the Hoa Binh area.
The meeting was attended by representatives of the Departments of Construction, Finance, Agriculture and Environment, the Hoa Binh Regional Land Development Centre, project investors, and relevant departments and local authorities.

According to the Department of Construction, the Hoa Binh area currently has 10 urban and residential development projects, including Residential Area No. 3 and No. 4 in Hoa Binh Ward; Thong Nhat Urban Area in Thong Nhat Ward; Muong Khen Urban Area in Tan Lac Commune; Truong Han Sieu Residential Area in Hoa Binh Ward; Dong Truong Son High-end Eco-Resort Urban Area in Luong Son Commune; Thinh Lang Residential Area in Hoa Binh Ward; Yen Quang High-end Eco-Urban Area in Thinh Minh Commune; Hoa Binh–GELEXIMCO New Urban Area in Hoa Binh Ward; the Urban Housing Project in Dan Chu Ward; and the Garden Villa and Eco-Forestry Tourism Project in Ky Son Ward.
To date, eight of the ten projects have registered land allocations in compliance with the regulation requiring 20% of residential land to be reserved for social housing development. This represents an important step toward expanding the province’s social housing stock to meet the housing needs of low-income households, workers and other labourers.
During the meeting, project investors reported on implementation progress and highlighted difficulties affecting project execution. Many projects continue to face obstacles related to legal procedures, compensation, site clearance, land origin verification, determination of specific land prices, and completion of required documentation, resulting in slower-than-expected progress.
Investors requested the Provincial People’s Committee to direct relevant departments, sectors and local authorities to strengthen coordination and promptly resolve outstanding issues related to land inventory, land verification, compensation and site clearance in order to accelerate project implementation, particularly the portions designated for social housing construction.
Representatives of communes and wards hosting the projects, together with the Hoa Binh Regional Land Development Centre, also reported on their coordination with investors. They noted that site clearance remains slow at several projects because some households have yet to cooperate in land and asset inventories, preventing subsequent procedures from being carried out.
Local authorities said they would continue strengthening public communication and engagement to build consensus among residents while maintaining close coordination with project investors to resolve outstanding issues and keep projects on schedule.
Concluding the meeting, Vice Chairman Vu Viet Van emphasised that social housing development is a key political task assigned by the Government to local authorities. Expanding the supply of social housing plays a vital role in implementing social welfare policies, meeting the housing needs of workers, labourers and low-income residents, while contributing to a stable labour market and sustainable socio-economic development.
He acknowledged that eight of the ten urban development projects in the Hoa Binh area have already registered land for social housing but stressed that all relevant agencies must demonstrate greater determination in implementing the programme.
To strengthen management and oversight, the Vice Chairman instructed all project investors to submit written proposals on their social housing investment plans for each project to the Department of Construction no later than July 25, 2026. The Department was then tasked with submitting a comprehensive list of projects allocating land for social housing to the Provincial People’s Committee by July 30, 2026.
Mr. Van also assigned the Hoa Binh Regional Land Development Centre and local authorities to continue working closely together on compensation, site clearance and the development of supporting infrastructure to ensure projects proceed on schedule. He called on investors to demonstrate a strong sense of social responsibility by mobilising sufficient resources and fully complying with legal requirements, thereby contributing to the successful achievement of Phu Tho Province’s social housing development targets.
