Focus on Resolving Bottlenecks and Accelerating Progress of National Highway 2 Renovation and Expansion Project

On the morning of August 20, Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee (PPC) — conducted an on-site field inspection of construction progress on the National Highway 2 Renovation and Expansion Project (Vinh Yen – Viet Tri section). Joining the inspection delegation were leadership representatives from several provincial departments, boards, sectors, and localities traversed by the project.

Executing directives from the Ministry of Construction and the PPC, the developer, local authorities, and related units are concentrating on resolving difficulties and bottlenecks in site clearance and the relocation of technical power and water infrastructure, creating favorable conditions for contractors to organize synchronized construction and guarantee project timelines.

According to the report, as of August 19, Hoi Thinh Commune had relocated 330 meters out of the total 833.37 meters of water supply pipelines, and was striving to complete the handover of the remaining site area in August 2026. Te Lo Commune had completed the relocation of all 135 meters of water supply pipelines.

Vinh An Commune had handed over the site for 4 out of 37 electricity pole foundation locations and was finalizing a compensation plan for 106.8 square meters of residential land belonging to local households. Vinh Hung Commune had relocated 900 out of 3,300 meters of water supply pipelines and handed over the site for 18 out of 80 electricity pole foundation locations.

Vinh Thanh Commune is focusing on accelerating site clearance and the relocation of water supply pipelines, while also finalizing a plan to relocate and place the power system underground for submission to the competent authorities for consideration.

Inspecting construction positions firsthand, Comrade Quach Tat Liem requested departments, sectors, the developer, construction units, and local authorities to step up coordination, specifically reviewing each location and task; focusing on definitively resolving difficulties and bottlenecks regarding site clearance and technical infrastructure relocation.

He requested localities to continue promoting propaganda and mobilization to build public consensus; proactively completing site clearance work to guarantee handover on schedule. The relocation of technical infrastructure structures must be deployed synchronously to minimize impacts on construction activities.

The developer must strengthen coordination with relevant units to assist households in dismantling and relocating assets in cleared areas. Contractors must proactively formulate flexible construction plans suited to practical field conditions and weather; capitalizing on handed-over sites to execute construction immediately as land becomes available, ensuring continuous progress without idle waiting periods.

Emphasizing that this is a key transport project holding crucial significance in completing the province’s transport infrastructure network, Comrade Quach Tat Liem requested involved units to clearly define responsibilities and completion timelines for each task; difficulties and obstacles exceeding local authority must be promptly reported to the PPC for consideration and guidance.

The PPC Vice Chairman requested units to focus intensely, coordinate closely, and process work in the spirit of “clear personnel, clear tasks, clear timelines,” ensuring site clearance and infrastructure relocation bottlenecks do not impact overall progress; striving to complete the National Highway 2 Renovation and Expansion Project (Vinh Yen – Viet Tri section) before December 31, 2026.
