On the morning of August 13, Vice Chairman of the Provincial People’s Committee Quach Tat Liem chaired a meeting to hear reports on the implementation status of several key projects in the former Hoa Binh area, including: the Hoa Lac - Hoa Binh road, the Hoa Binh - Moc Chau Expressway, and the cemetery area project serving the relocation of graves within site clearance boundaries.

Attending the meeting were representatives of leaders from several provincial departments, boards, and sectors; the Hoa Binh Regional Project Management Board; leaders of the People’s Committees of Hoa Binh and Thong Nhat wards; along with investors and consulting units.

At the meeting, the Hoa Binh Regional Project Management Board, local authorities, investors, and consulting units reported on implementation progress and specific difficulties and bottlenecks facing each project.

Regarding the Investment and Construction Project for the Hoa Lac - Hoa Binh Road and the Renovation and Upgrade of National Highway 6 (Xuan Mai - Hoa Binh section) under the public-private partnership (PPP) model: The project spans a length of approximately 23.04 km, expanding to 6-lane expressway standards with an approved total investment scheme of around VND 10,475 billion.

Updated under 2026 unit prices, the total estimated investment has risen to approximately VND 12,331 billion (an increase of about VND 1,856 billion), necessitating an adjustment to the investment policy. The capital portion investors must mobilize to execute the scale adjustment stands at roughly VND 6,827 billion.

The Department of Construction coordinated with departments, sectors, the Hoa Binh Regional Project Management Board, investors, and consulting units to review the adjusted pre-feasibility study report dossier. All parties agreed to continue finalizing documentation, clarifying adjustment bases, total investment, financial schemes, and execution roadmaps.

Regarding the Hoa Binh - Moc Chau Expressway Project (Km19+000 – Km53+000 section): Featuring 4 construction packages, the executed value to date has reached approximately VND 2,045 billion out of VND 8,332 billion, equivalent to 24.55% of the contract value. Construction packages are fundamentally maintaining schedule; compensation, support, and resettlement work for the complete 4-lane scale has largely been handed over to contractors for construction execution.

To guarantee safety and enhance capital efficiency, the Project Management Board proposed executing certain preliminary items early, such as localized excavation and embankment expansion at required locations; slope reinforcement at vulnerable spots; completing 3 emergency escape tunnel shafts; and considering pavement foundation structure design adjustments suited to the completion phase. Total estimated funding is around VND 1,451 billion.

Regarding the Cemetery Area Construction Project serving grave relocations within site clearance scopes for 2 projects (the Road Connecting National Highway 6 to Doc Lap, Du Sang, and Route 12B Project; and the Hoa Binh Transport and Irrigation Connectivity Project linking with the national transport infrastructure system using South Korean ODA loans): The Provincial People’s Committee agreed to utilize funding from each project to invest in the cemetery area, assigning the Thong Nhat Ward People’s Committee as the executing unit.

Currently, the Hoa Binh Regional Project Management Board is adjusting site clearance boundaries, coordinating with local authorities and the Luong Son Regional Land Fund Development Center to review, measure, inventory, and count grave numbers requiring relocation as a base for determining cemetery scale.

Regarding the Road Connecting National Highway 6 to Doc Lap, Du Sang, and Route 12B Project: Compensation and site clearance support costs have exceeded the approved total investment structure, requiring procedures to adjust total investment before further funds can be allocated.

After hearing the project implementation reports, Vice Chairman Quach Tat Liem emphasized in his concluding remarks that key projects in the Hoa Binh region hold crucial significance for socio-economic development. All levels, sectors, localities, investors, and consulting units must maintain tight coordination, resolutely removing bottlenecks — especially procedures regarding investment, land, and site clearance.

For the Hoa Lac - Hoa Binh Road and National Highway 6 (Xuan Mai - Hoa Binh section) Upgrade Project, he required the consulting unit to continue reviewing and finalizing dossiers, clarifying adjustment bases, total investment, financial schemes, and execution timelines. Hoa Binh Ward and Thong Nhat Ward must review site clearance work and construct resettlement areas; the Hoa Binh Regional Project Management Board will coordinate with the consulting unit to finalize the adjusted pre-feasibility study report to submit to the Provincial People’s Committee.

For the Hoa Binh - Moc Chau Expressway, the Hoa Binh Regional Project Management Board is tasked with coordinating closely with investors to carefully review proposed items, ensuring safety and optimizing capital utilization efficiency.

Regarding the cemetery construction project, the Vice Chairman requested Hoa Binh Ward to coordinate with the Hoa Binh Regional Project Management Board to adjust the ward’s master plan, calculating related contents toward cost-efficiency and focusing on executing site clearance work effectively.
