On the morning of September 9, Comrade Vu Viet Van, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, chaired a conference to hear a report from the Department of Construction regarding localized adjustments to sub-zoning plans for several areas in the province. Attending the meeting were leaders from relevant departments and branches.

According to the report by the Department of Construction, the proposals submitted at the conference included: Localized adjustment of Sub-Zoning Plan A1 at a 1/2000 scale for the Provincial University Urban Area; Localized adjustment of Sub-Zoning Plan A2 at a 1/2000 scale for urban, service, and industrial development in Vinh An, Hoang An, Hoi Thinh, and Tam Duong communes and Vinh Yen Ward; Localized adjustment of Sub-Zoning Plan A3 at a 1/2000 scale for urban service development along both sides of National Highway 2 in Vinh Yen, Vinh Phuc wards, and Hoi Thinh, Vinh An, and Yen Lac communes; Localized adjustment of Sub-Zoning Plan A5 at a 1/2000 scale for central urban development in Vinh Phuc Ward and part of the land area of Binh Xuyen, Binh Nguyen, and Tam Duong communes; and Localized adjustment of Sub-Zoning Plan B2 at a 1/2000 scale for urban and service development areas in Vinh Yen Ward and Yen Lac, Te Lo, and Hoi Thinh communes.

The adjustment of these plans aims to update and concretize new planning orientations; ensuring consistency and synchronization between sub-zoning plans and master plans, provincial plans, and other related planning frameworks. At the same time, it addresses inadequacies arising during project implementation, serving as a basis for the rational allocation of land use functions, technical infrastructure, social infrastructure, and investment attraction.

Representatives from the consulting unit present detailed adjustment reports for each sub-zone.
Noteworthy adjustment contents include adding land reserves for social housing; allocating land for healthcare, green spaces, and technical infrastructure; reviewing traffic plans and road connections; and updating planning to align with Ring Road 5 of the Capital Region and the Lao Cai - Hanoi - Hai Phong railway project.
The Department of Construction requested the Provincial People’s Committee to consider and approve localized adjustments to the aforementioned sub-zoning plans as a basis for implementing related projects.

Concluding the conference, Vice Chairman of the Provincial People’s Committee Vu Viet Van requested the Department of Construction to fully absorb feedback from departments and branches; continuing to thoroughly review the legal basis, necessity, and feasibility of each adjustment content. The process of finalizing documentation must ensure synchronization among planning frameworks, aligning with urban development orientations, economical and efficient land use, and meeting technical and social infrastructure requirements.
The Vice Chairman of the Provincial People’s Committee requested relevant agencies to coordinate in reviewing each adjustment location, especially regarding social housing, transportation, healthcare, green spaces, technical infrastructure, and major ongoing projects; completing documentation in accordance with regulations to submit to the Provincial People’s Committee for consideration and decision.
