Groundbreaking for 1,085-Apartment Housing Project for People’s Public Security Forces in Viet Tri Ward

On October 22, the Ministry of Public Security and Phu Tho Housing Development Co., Ltd. (a member of MHI Group) held the Groundbreaking Ceremony for the Housing Development Project for the People’s Public Security Armed Forces in Que Trao area, Viet Tri ward, Phu Tho province.

This project holds significant importance, contributing to realizing social welfare targets and modernizing local urban space.

Attending the groundbreaking ceremony were Comrades: Senior Lieutenant General Dang Hong Duc — Member of the Party Central Committee and Deputy Minister of Public Security; Pham Dai Duong — Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation; Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee; Major General Nguyen Minh Tuan — Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Police Department; Vi Manh Hung — Member of the Standing Committee of the Provincial Party Committee and Director of Phu Tho Press, Radio, and Television.

Also attending were leaders of operational Departments under the Ministry of Public Security; leaders of various provincial departments, sectors, and units; representatives of enterprises, investors, and numerous cadres and soldiers of the People’s Public Security forces in the area.

The Housing Development Project for the People’s Public Security Armed Forces in Que Trao area is invested by Phu Tho Housing Development Co., Ltd., with a total planned area of nearly 5.36 hectares and a total estimated investment of approximately 1,695 billion VND. The project scale comprises 5 buildings with 9 above-ground floors and 1 basement level, supplying 1,085 apartments to the market (including 845 social housing units reserved exclusively for the People’s Public Security forces and 240 commercial apartments and shophouses).

Notably, the project allocates over 20% of its land fund to develop green parks, sports areas, and an internal kindergarten, creating living, health training, and community cohesion spaces for residents. The project is scheduled for completion and commissioning in Q3/2028.

Speaking at the groundbreaking ceremony, Deputy Minister of Public Security Dang Hong Duc emphasized: The project is a work of special social significance, contributing to concretizing the policies of the Party, State, Ministry of Public Security, and Phu Tho province in caring for the material and spiritual lives of cadres and soldiers. Well resolving housing needs will build a solid foundation for People’s Public Security forces to work with peace of mind, ready to accept and successfully complete all assigned tasks.

He requested the investor and contractors to concentrate maximum resources and organize construction to ensure progress, quality, high aesthetics, and harmony with the overall architectural landscape of Phu Tho province as well as Viet Tri ward.

On behalf of the provincial leadership, Chairman of the Provincial People’s Committee Tran Duy Dong expressed sincere thanks to the Central Public Security Party Committee and the leadership of the Ministry of Public Security for their attention and favorable conditions in deploying the project in Phu Tho province; while expressing confidence that the project will be a great success, bringing housing opportunities to many cadres and soldiers of the local People’s Public Security forces.

He affirmed that Phu Tho province always treasures the contributions and silent sacrifices of the People’s Public Security forces; concurrently defining housing care for cadres and soldiers as a practical and key task.

Chairman Tran Duy Dong stated that this is the 23rd social housing project deployed in the province. The project not only fulfills the housing demands of the armed forces but also contributes to realizing social welfare targets and perfecting Viet Tri ward’s urban infrastructure.

He highlighted a consistent viewpoint: Social housing projects must be constructed with quality equivalent to commercial housing in functionality, durability, safety, utility, and reasonable pricing. 100% of the buildings must feature underground parking (from 1–2 basement levels), combining synchronized ground-level utilities such as supermarkets, sports areas, green spaces, landscaping, and essential services to guarantee stable, long-term living conditions for residents.

To ensure the project is completed as committed, the Chairman requested Phu Tho Housing Development Co., Ltd. to concentrate resources, execute scientific construction, and strictly comply with regulations on occupational safety, fire prevention and fighting, environmental protection, and the prevention of corruption, waste, and negativity.

The Department of Construction shall proactively urge and inspect progress and quality, coordinating to resolve arising difficulties and bottlenecks in a timely manner.

The Provincial Police Department shall promote its role as a bridgehead, coordinating with specialized agencies of the Ministry of Public Security, provincial departments, sectors, and the investor to monitor and ensure the project fulfills the actual needs of cadres and soldiers.

The Viet Tri Ward People’s Committee shall ensure security, order, and environmental sanitation around the construction area; coordinating to prepare synchronized transport, electricity, water, and essential service infrastructure when the project goes into operation.
